This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. In accordance with FAR 52.219-6, this requirement is set aside 100% for small business. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00164-98-Q-0053 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-01 and Defense Acquisition Circular 91-12. The Standard Industrial Classification Code for this procurement is 3825 and the size standard is 500. The requirement is for the procurement of 5 each Bonding Ohmeter, Avtron Manufacturing Model Number T477W, BrandName or Equal. The proposed bonding meter must meet or exceed the following salient characteristics: The AC resistance meter must be self-contained in a shock resistant carrying case. It must be powered by a rechargeable battery pack and come equipped with a minimum of three interchangeable probes, battery charger and an operators manual, all of which are to be stored in the carrying case. The meter must have an illuminated display and the ability to make resistance readings from 2 to 2000 milliohms with an accuracy of plus or minus 1 percent. The meter must meet Underwriters Laboratories Standard 913 for use in Class 1, Groups A, B, C or D. Probe sets must allow for Kelvin type 4 point connection. The carrying case dimensions not exceed 24 inches X 16 inches X 8 inches. The overall probe lengths must be 56 inches to 55 inches.
