This project will be UNRESTRICTED. This is a procurement of two
pressure vessel chambers for human occupancy and two accumulators for
delivery within 380 days after contract award. The procurement includes
design, fabrication, shipment, installation, and testing of the
pressure vessels and accumulators at the Naval Medical Center,
Portsmouth, Virginia. The pressure vessels include a 20 foot inside
diameter sphere and a 14 foot inside diameter upright cylinder with 2:1
ellipsoidal heads. The accumulators are 8 feet 6 inches inside diameter
horizontal cylinders with 2:1 ellipsoidal heads. The pressure vessel
chambers shall have interconnecting passageways; pass-through locks;
internal and external passageways and doors; and viewports,
penetrators, attachments, and supports. This procurement includes an
option to procure future passageway sections with flanges equipped with
flange cover plates to be exercised within 15 days after contract
award. This procurement also includes an option to deliver the
baseitems, two pressure vessel chambers for human occupancy and two
accumulators, described above, in 285 days after contract award to be
exercised within 15 days after contract award. The contractor shall
provide all labor and materials for the work herein. This contract
shall call for the fabrication and modification of life sensitive
systems. Failure to adhere to the highest standards of metallurgy,
welding, and workmanship will create severe hazards to the personnel
working on or near these systems when they are pressurized. Failure to
meet these requirements will be cause for termination for default and,
in any event, will be cause for Government rejection of components. The
solicitation will be a Request for Proposals, whereby offerors will be
required to submit a technical proposal, a cost proposal, and past
performance information. Award shall be made to the responsible offeror
whose proposals, conforming to the solicitation, represent the best
value to the Government in terms of price, past performance,and other
non-price factors. The contract will be awarded with fixed price
provisions. The tentative date for award is April 1998. Requests for

433-5244. Contractors within the local area are encouraged to
pre-arrange, by contacting the Contract Specialist noted above, to pick
up a copy of the solicitation at Bldg 218 (third floor) of the WNY
between the hours of 0730 and 1500, Monday-Friday. There will be no
charge for these documents, however, there will only be one set issued
