A -- SPACE DEFENSE TECHNOLOGY FOR FUTURE MILITARY REQUIREMENTS SOL DASG60-98-R-0012 POC Diana McCown, Contract Specialist, (205) 955-1187, W. L. Schick, Contracting Officer, (205)955-1187 SOURCES SOUGHT for Space Defense Technology for Future Military Requirements. The U.S. Army Space and Missile Defense Command, Technology Analysis and Integration Directorate, intends to negotiate on a sole source basis a follow-on contract with Institute for Foreign Policy Analysis, Inc., 675 Massachusetts Avenue, 10th Floor, Cambridge, MA 02139. The proposed acquisition is directed to Institute for Foreign Policy Analysis, Inc. pursuant to the authority of FAR 6.302-1 (a) (2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. A cost-plus-fixed-fee completion contract for a period of performance of one year is anticipated. The objective of this contracting effort is to examine and assess the current state of the national space defense policy and technology in light of the potential threat capabilities that are likely to confront the United States and its deployed forces seven to fifteen years in the future. The contractor shall develop and conduct a series of three expert-level meetings and single-issue mini studies designed to examine the policy and technology issues identified above. The contractor will perform a preliminary investigation of the issues, then convene a group of revolving experts (along with other interested parties from government, industry, and academia) to receive briefings, discuss the issues, and deliberate over proposed findings. Based on the outcome of the preliminary research and expert's deliberations, the contractor will produce a I0-15 page mini-study on each issue below at intervals of every 8 to 10 weeks with the overall study results to be published in a final report. Effort will be focused to simplify complex technical language to ensure the mini-studies are structured for the policy making community. The issues to be covered as a part of the mini-studies are: (a) An Examination of U.S. National Policy on Threats to Space Assets, (b) Emerging Threats to Existing Space Based Assets, (c) Technology needed to insure free and full utilization. This study effort should draw on and incorporate existing threat assessments and sources of data whenever possible. The contractor shall provide a status briefing to USASMDC officials on the scope of the study effort and on the issues identified to date. The contractor shall conduct a working symposium to brief the preliminary findings of the overall study and to critically review the issues involved. The contractor shall conduct briefings to disseminate study findings and/or to discuss missile defense programs. The above stated information must be received no later than 15 days after publication of this sources sought synopsis and should site solicitation number DASG60-98-R-0012. All responsible sources that believe they can perform this requirement without substantial duplication of cost to the Government are invited to submit a written narrative statement of capability, including detailed technical information sufficient to permit agency analysis in order to determine bonafide capability to meet the Government's requirements.
