The U.S. Securities and Exchange Commission (SEC) seeks to enter into one or more contracts with commercial recruiting firms to assist it in locating highly qualified candidates for various upcoming Information Technology (IT) vacancies. Recruiting firms selected to work with the SEC in this effort must have a successful track record in locating highly qualified candidates for managerial and senior technical positions within the IT profession who later prove to be successful on the job. Potentially, recruiting firms could be used for up to fifteen positionsl within the next eight or nine months. The positions for which the firms may be used likely will be at the GS-14 or GS-15 grade levels, with salaries ranging from $66,137 to $85,978 for GS-14 and from $77,795 to $101,132 for GS-15. Interested firms will be given an opportunity to submit responses to Requests for Proposals that address: (1) Experience and success in locating highly qualified IT professionals for hard-to-fill positions that are good matches for the position requirements and salary; (2) Qualifications and experience of the staff proposed to be made available for the project vacancies (3) Client organization references related to IT positions; and (4) Fee arrangement options. Recruiting firms must abide by the regulatory requirements found in Title 5, Code of Federal Regulations, Part 300 -- Employment, Subpart D -- Use of Commercial Recruiting Firms and Nonprofit Employment Services. Among other requirements, recruiting firms may NOT charge candidates any fees for referral to federal positions; must screen candidates against the basic qualification requirements and refer all candidates for consideration who meet those requirements; and abide by equal opportunity laws and merit principles. Experience in recruiting under contract for the Federal government may be desirable in abiding by the regulations, but is not mandatory. (0344)
