R -- CADASTRAL SURVEY ZONE PROJECT SOL RFP FS-WOC-98-1003 DUE 012698 POC Freida L. Gratz, (409) 639-8517 The National Forests and Grasslands in Texas plans to secure professional surveying services for the following work on National Forest System Lands in Texas. Only firms with Registered Professional Surveyors licensed in Texas will be considered. This work will be issued as a requirements contract for a zone. The Government estimates five contracts, one per zone, will be awarded in Fiscal Year 1998. Each contract will be issued as a one year contract, with four one year options. (Potential of five years). The work will include: surveying to mark, post and/or rehabilitate National Forest property boundaries, including monumentation and/or perpetuation of property and controlling corners; rural boundary surveys and rights-of-way surveys for description and acreage; topographic surveys and mapping; and other incidental work normally associated with the survey profession. The zones are defined as follows: Zone 1) Sam Houston National Forest, Zone 2) Davy Crockett National Forest, Zone 3) Angelina National Forest, Zone 4) Sabine National Forest, Zone 5) Caddo/LBJ National Grasslands. Controlling surveys in each of the zones are Metes and Bounds in nature. Maps of the general area are available at: USDA Forest Service, Homer Garrison Federal Building, 701 N. Forest St., Lufkin, Texas. One or more contracts may be awarded to firms indicating the capacity to handle the work in a timely manner. A Registered professional surveyor must be assigned to each project within a contract. Firms qualified and interested in providing professional surveying services of the types listed above are hereby invited to submit SF-254 (Architect-Engineer and Related Services Questionnaire) and a SF-255 (Architect-Engineer and Related Services Questionnaire for Specific Project). Indicate for which zone(s) you wish to be considered. This procurement is reserved for "emerging small businesses." An emerging small business is defined as one whose size is not greater than 50 percent of the numerical size standard applicable to the SIC code assigned to the procurement. SIC Code is 8713: Size Standard: No more than $2.5 million dollars average annual receipts for an offeror's preceeding 3 fiscal years. In accordance with Federal Acquisition Regulation 36.602-1, Selection Criteria, each potential contractor shall be evaluated on the following: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules. (5) Proximity of the firm to the local project area. (6) Acceptability under other appropriate evaluation criteria. In accordance with No. 6 above, the following information will be used in conjunction with Federal Acquisition Regulations 36.602-1 to assess your firms qualifications for professional surveying projects; briefly address the following in narrative form. The following shall be submitted with each SF-254 and SF-255: 1. The firms technical competence and capacity to accomplish work in the required time. Include key personnel and procedures used to insure quality of work and cost control. 2. Discuss your experience in the past five years specifically related to that which might be encountered on a Forest Service project. Include an 8.5"x11" survey plat and accompanying legal description prepared to Texas Minimum Standard. (3) Discuss your firms knowledge of local survey practices, records, research and the approach you have used on previous surveys to resolve problems resulting from conflicting evidence. Please submit (5) complete copies of the above information to: USDA Forest Service, National Grasslands in Texas, 701 N. First St., Lufkin, Texas 75901, Attn: Freida Gratz, Contracting Officer. All material must be received by close of business January 26, 1998. (7) The volume of work previously awarded by theForest Service will be evaluated with the objective of effecting an equitable distribution of the contracts among qualified firms, including minority or disadvantaged firms.
