International Development (USAID) is seeking proposals (a) to acquire
technical services to design, develop and deliver a comprehensive
learning and instructional training program for USAID personnel
worldwide. The program will focus on the leadership, management and
business operational skills required for employees to successfully
accomplish USAID's mission and program activities in a reengineered
operations environment; and (b) to acquire organizational development
advisory services to supplement training, as needed, such as diagnostic
assessments and consultation services, which will advance the training
modules and promote learning from those modules. The contractor shall
provide a comprehensive curriculum that utilizes an appropriate mix of
face to face classroom training, train-the-trainer sessions, distance
learning, multimedia, self-directed, interactive, and other alternative
training modes and methodologies. The contractor shall provide an
ongoing series of training events that will address the multiple skill
sets. These skill sets are broadly contained in five categories of
operational and organizational knowledge, teambuilding skills,
performance based program management skills, leadership skills, and
senior leadership skills. The contractor will design, develop and
deliver a core Managing for Results Training curriculum and a Senior
Leadership Training curriculum. The remaining three training modules
will be contract options. USAID intends to award a single five year
contract on the basis of full-and-open competition. All responsible
sources may submit a proposal. The preferred method of distribution of
USAID procurement information is via the Internet or by request of a
solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This

days from the date of publication of this notice. Subcontracting with
small, small disadvantaged and women-owned small business concerns:
USAID encourages the participation to the maximum extent possible of
U.S. entities that are small business concerns, small disadvantaged
business concerns and women-owned small business concerns in accordance
with Part 19 of the FAR. The prime contractor will be required to
subcontract at least 30% of the total contract value with small
business concerns, small disadvantaged business concerns and
women-owned small business concerns. The applicable SIC Code is 8742.
A Small, Small Disadvantaged and Women-Owned Small Business
Subcontracting Plan as described in FAR 52.219-9 must be included in
