tloftin@rndgate1.aetc.af.mil. DESCRIPTION: Contractor shall furnish
short and long term auto storage and services for privately owned
vehicles (POVs). The Government intends to award multiple Basic
Purchase Agreements (BPAs) to fulfill requirements in Area I (San
Antonio and Austin) and Area II (Houston). Area I includes the
following counties: Atascosa, Bandera, Bexar, Blanco, Bastrop,
Caldwell, Comal, Dewitt, Duval, Fayette, Frio, Gillespie, Gonzales,
Guadalupe, Hays, Jim Hoggs, Karnes, Kendall, Kerr, La Salle, Lavaca,
McMullen, Medina, Travis, Williamson, Wilson, Webb, and Zapata. Area II
includes the following counties: Austin, Brazoria, Brazos, Burleson,
Chambers, Colorado, Fort Bend, Galveston, Grimes, Hardin, Harris,
Houston, Jackson, Jefferson, Lee, Leon, Liberty, Madison, Matagorda,
Milam, Montgomery, Polk, Robertson, San Jacinto, Trinity, Walker,
Waller, Washington, and Wharton. The contractor shall furnish all
supervised labor, materials, and warehouse space for the storage of
privately owned vehicles and the performanceof related services
necessary to properly store vehicles, such as disconnecting and taping
battery cables; drain fuel from tank/system and replace with an
anti-corrosive agent; elevate vehicle on blocks at least one inch from
the floor; maintain battery charge and tire pressure; and at
conclusion of storage period restore vehicle to working condition
including filling fuel tank with two gallons of appropriate fuel, wash
auto interior and exterior, etceteras. Contractor must have "proper
facilities" defined as an enclosure which will provide shelter from
environmental elements from all directions. Pavement must consist of
concrete or asphalt foundation and meet all appropriate local and
governmental codes for such a structure. PERIODS OF PERFORMANCE:
Storage periods will range from 30 days to four years while average
storage time is estimated to be one year. Contractor must be able to
store a minimum of 20 Government employees' privately owned vehicles at
the same time. Contractor must submit prices which are guaranteed for
no less one year at which time new price schedules may be submitted, if
necessary, for contracting officer approval. This solicitation is being
considered for 100 percent set-aside for small business (SB) concerns;
however, if adequate interest and capabilities are not received from
SB concerns, then the solicitation will be issued as an unrestricted
acquisition, without further notice. Requests to be placed on the
offerors mailing list in response to this notice shall be be made not
later than 6 Jan 97 either in writing or transmitted via facsimile or

businesse concernsshall, as early as possible, indicate interest in the
acquisition by providing to the contracting office: (1) sufficient
written information to demonstrate their capability to perform the
aforementioned service, including offeror qualifications, (a) maximum
capacity and (b) location; and, (2) a positive statement of eligibility
as a SB concern. For purposes of this procurement, the Standard
Industrial Code is 4225 and the size standard is $18.5 million (maximum
