Standards and Technology (NIST) has a requirement for a calorimetry
system to be used for measurement of enthalpies of dilution and mixing
of aqueous electrolytes as well as for the measurement of reactivity
and stability of ion-exchanger materials in water and electrolytes. The
system shall consist of an isothermal microcalorimeter, a flow cell
assembly kit, a cooling bath and data modeling software. The
microcalorimeter shall be capable of measuring changes in heat flow as
small as 25 nanocalories/second, and heat effects as small as 10
micro-calories, with a standard operating temperature from 0 to 100
degrees C. The flow cell assembly kit shall include a Hastelloy-C flow
mixing cell, a Hastelloy-C flow adsorption cell and accessory
electronic controller, a two-channel peristaltic pump, cell stirrers
and glass adsorption bed cartridges. In addition, cell assembly kit
shall be designed to have no vapor space and shall have flow mixing
cells that can be easily replaced and can be fabricated from other
alloys. The cooling bath shall have a temperature range of -35 to 200
degrees C; stability of +/-0.01 degrees C; and cooling capacity of 100
Watts at -30 degrees C to 750 Watts at + 30 degrees C. The F.O.B.
Point shall be destination, Gaithersburg, Maryland. Delivery is
required within 30-90 days after award. It is the intent of the
government to negotiate only with Calorimetry Sciences Corporation of
Provi, Utah, in accordance with FAR 13.106-2 (a)(5), as the only source
reasonably available to satisfy the needs of the government.
Calorimetry Sciences Corporation is the only known source able to
provide the type of calorimetry system required by the government. It
is the government=s intent to issue a firm fixed price purchase order
for this requirement. This notice of intent is not a request for
competitive quotations, however all quotes received by the response
date of 12/22/97, will be considered by the government. A determination
by the Government not to compete this requirement based upon response
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. No
