contract action is for services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302. The 30th Contracting Squadron intends to place a contract with
Lockheed Martin Corporation to provide Phased Array Warning System
Trainer (PAWST) software documentation and software maintenance at
Vandenberg AFB, CA. The PAWST software documentation will enable a
computer programmer Level 2 (by the standard of the Bureau of Labor
Statistics) to maintain the software in the future as the USAF
determines is in its best interest. The PAWST software documentation
will include updates and revisions as requested by the USAF to reflect
any necessary changes that could impact training. The PAWST software
maintenance will ensure personnel are available to make software
corrections. Problems shall be resolved within 48 hours from time of
trouble call for all problems that are encountered during the active
training session. All other problems shall be resolved within five
workdays of trouble call. SIC Code is 7379. No contract shall be
awarded on the basis of quotations, proposals, or other information
received in response to this notice since this synopsis of intent to
award a contract to Lockheed Martin Corporation cannot be considered a
Request for Proposal (RFP). However, if responses from vendors
offering their technical ability and technical acceptability can be
established by examination of literature submitted, the Contracting
Officer may decide to resynopsize this acquisition under full and open
competition. If no affirmative written responses are received within
10 days after publication of this notice to the effect that an
acceptable alternative source is available, a contract will be
negotiated with Lockheed Martin Corporation. Oral responses are not
