COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 15,1997 PSA#1992EDUCATION MANAGEMENT SYSTEMS -- REQUEST FOR INFORMATION This
announcement constitutes a Request for Information synopsis and market
research. Information contained in this synopsis is for planning
purposes only. It does not constitute an invitation for sealed bid or
request for proposal (RFP), nor is it to be construed as a commitment
by the Government. The Government is currently conducting a market
survey and analysis of government-off-the-shelf and
commercial-off-the-shelf products that can meet the following
requirements. The Education Management System (EMS) will be an
information system supporting the education mission of the USAF Air
Education and Training Command (AETC). The EMS will support all areas
of the AETC education mission, including registrar (records
management), admissions, scheduling, curriculum/course management,
evaluations, production/quota management, student administration,
faculty administration, research management, publications, financial
management, equipment resources, and general office automation. It will
collect, maintain, organize, analyze, and share education information
electronically with the people managing and accomplishing the education
mission. The EMS will support the management of resident and
non-resident instruction, including distance learning (e.g., satellite
and Internet). The EMS will be a distributed computer system that
automates and integrates the management of AETC's education programs at
the headquarters, school, and department-level organizations. It will
be used by approximately 25 schools with missions including
professional military education, professional continuing education,
accessions, and degree granting education. Schools are located at three
primary bases (Maxwell AFB AL, Gunter Annex of Maxwell AFB, and
Wright-Patterson AFB OH) and twelve secondary bases (NCO Academies).
ROTC students are attending 144 colleges and universities, as well as
609 high schools throughout the country. Distance education is
conducted at all AF bases worldwide, as well as other military
installations and civilian locations. Approximately 60,000 students
annually attend residence programs, ranging from several days to all
year in duration. More than 500,000 students annually participate in
non-resident programs. The EMS must serve approximately 10,000 faculty
and staff. The EMS will use a seamless network across all the sites of
AETC education organizations. All EMS components (including application
and database components) shall communicate via an open standard
infrastructure for distributed communication across heterogeneous
systems. The EMS will be structured so that it will be maintainable.

not in the CBD. No paper copies of information will be provided.
