805-982-2740 The U. S. Navy desires to enter into an agreement with
private industry for up to 25 years to obtain energy conservation
measures under an energy savings performance contract (ESPC). The scope
of the contract includes any Federal agencies with offices located in
the country of Japan. The expected sample task location and associated
minimum guarantee under this contract is expected to be U.S. Fleet
Activities, Yokosuka, Japan. Examples of what the Federal government
plans to obtain under the ESPC are lighting retrofits, chiller
replacements, HVAC upgrades and building weatherization. The contractor
will be responsible for all design, installation, operation,
maintenance and repair of all energy conservation measures under the
planned contract. The Navy anticipates award of an indefinite
delivery/indefinite quantity (ID/IQ) contract. Delivery orders issued
will be fixed price with monthly payments based on projected energy
savings. A Pre-proposal conference will be scheduled for early 1998 to
visit the sample task location, expected to be Fleet Activities
Yokosuka. Exact time and location of the pre-proposal conference will
be included in the solicitation. Any firms interested in the proposed
contract are urged to attend. The purpose of the conference is to
discuss the proposed contract and tour the facility. No other access to
the facility will be available until a contractor is selected. Only
those firms on either the 1998 Department of Defense qualified list of
ESPC contractors or the Department of Energy qualified list of ESPC
contractors are eligible to receive award of an ESPC for a Federal
government activity. Additionally, all U.S. contractors must be
properly licensed to conduct business in Japan. Only written requests
for the solicitation and to attend the conference will be honored.
