Customized Windows NT System Training. The United States Information
Agency's International Broadcasting Bureau (IBB) has a requirement for
a Simplified Acquisition. The Standard Industrial code is 8299. The
small business dollar amount is $5M. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in [FAR] subpart 12.6 as supplemented with the
additional information included in this notice. This announcement
constitutes the only solicitation; written quotations are being
requested and a written solicitation will not be issued. The
solicitation number B/PA/PT-98-1 is issued as a request for quotation
(RFQ). All references to "offers" are understood to be "quotation". The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-02. This
solicitation is set-aside for small business in accordance with FAR
Subpart 13.105(a). Solicitation line item: 1. Customized training in
Windows NT, release 4.0, for the workstation and for the server. This
training will combine workstation installation, administration,
maintenance, and trouble shooting in two (2) one-week courses and will
also include familiarization with NT server (approximately 4 to 6
hours). Each class will teach up to 16 persons, (2) two to a
workstation, with provision to add four (4) more persons (no additional
workstations) at a nominal fee. QTY: 2 Classes. Additional
Specifications: 1. Agency will be using Network File System (NFS) and
not Server Message Block (SMB) or Common Internet File System (CIFS)
for file sharing. 2. Agency will be using Sun's Network Information
Services (NIS) and not WINS for name resolution. The Windows NT
Training must reflect the above specifications. PLACE OF PERFORMANCE:
Training will be held at customer's site. DELIVERY/TRAINING SCHEDULE:
Training is sought for the week of January 12 through January 16, 1998
and for the week of January 26 through January 30, 1998. Earlier or
later dates arenot feasible due to operational commitments.
CONTRACTOR'S FURNISHED EQUIPMENT: Contractor shall furnish, install and
de-install nine (9) workstations, one server, all necessary software,
and all necessary cables, boards, peripherals, etc. All equipment must
be fully functional and properly suited to NT operations. Contractor
furnished equipment may remain in the training facility during the
intervening week. Inspection and Acceptance will be at destination. The
provisions at FAR 52.212-1, Instructions to Offerors -- Commercial
Items and 52.212-3, Offeror Representation and Certifications --
Commercial Items are applicable to this acquisition. The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items is
applicable to this acquisition. FAR clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items is incorporated by reference, however only the
following provisions within the clause apply to this acquisition:
52.222-41 Service Contract Act of 1965, as Amended, 52.222-44 Fair
Labor Standards Act and Service Contract Act -- Price Adjustment.
Evaluation of Commercial Items: The Government will award a purchase
order resulting from this solicitation/ request for quotation to the
responsible offeror whose quotation, conforming to the solicitation, is
at the lowest price and is most advantageous to the Government. To be
technically acceptable, offerors must be able to furnish customized
training required by the Agency. NOTE: Offerors responding to this RFQ
should submit to the contracting office the following: unit and
extended price for all requested items, prompt payment terms, correct
remittance address if different from mailing address, and a completed
copy of the provision at FAR 52.212-3, Offer Representations and
Certifications -- Commercial Items with their quote. A company not in
possession of the above referenced clauses in full text may contact the
contracting office and a copy will be faxed. Offers shall be in writing
and accompanied by completed representations and certifications or they
will be rejected. Oral offers will not be accepted. Submission of
Quotations and Due Date: Quotes should be submitted no later than
December 19, 1997 and shall reference this RFQ No. B/PA/PT-98-1. Point
