AMESL@MCCOY-EMHL.ARMY.MIL. This is a combined synopsis/solicitation for
construction prepared= in accordance with FAR 13.106-2(a)(2). This
announcement constitutes the only solicitation. Offers are being
requested and a written solicitation will not be issued. This
solicitation is being issued as a= Request for Quotation (RFQ); the
number is DAKF61-98-Q-0034. = DESCRIPTION OF WORK: Provide all labor,
materials, equipment, and perform all work required to remodel barracks
Bldgs 1413 and 1414, Ft. McCoy, WI. Work consists of interior and
exterior work including removal of exterior skirting, rubber base,
concrete stoop, stairway, and= door hardware. Work requires: placing
footings, steel stairways, stoop and sidewalk, installing rigid and
batt insulation in undercarriage and bathroom areas as specified,
installing skirting and louvers, replacing siding as needed and
painting exterior to include skirting, then smoothing and seeding areas
damaged by construction. Provide washer/dryer hookups and install
government furnished washers and dryers, install combination locks,
install glassboard around showers, and caulk as needed, remove
fixtures, install resilient bathroom flooring and re-install fixtures.
Paint interior ductwork, patch and paint mechanical room which
includes demo of openings for fire dampers, provide and install
according to specifications. Because of the urgency= of need, the
following work must be completed to the interior of the barracks
buildings 1413 and 1414 no later than 15 March 1998: a steel fire
escape stairway which requires a footing must be added, the interior
ductwork must be painted, shower stalls must receive acrylic
glassboard, washer dryer hook ups must be completed to second floors,
bathroom flooring and the front doors must have new door locks. The
remaining portion of the repairs: undercarriage insulating, new siding,
skirting, sidewalks, painting and dampers in the mechanical rooms and
exterior painting and the seeding may be completed by 5 May 1998.
Total= performance will be 90 days. REQUIRED INFORMATION: The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-2. The standard
industrial code= (SIC) for this solicitation is 1751; the small
business standard is $7.0= million. This solicitation is issued in
accordance with the Small Business Competitiveness Demonstration
Program. Therefore, this project= is being issued on an unrestricted
basis. The magnitude of the project is between $25,000 and $100,000
Alternative payment protection is required within seven (7) days of
award. Acceptable protections are a payment bond, irrevocable letter of
credit, or tripartite escrow agreement in the amount of 50% of the
contract award price. Wage Determination WI970018 Revision 2 will be
incorporated into the contract. The following clauses pertain to this
Solicitation: FAR 52.236-15 Schedules for Construction Contracts and
FAR 52.228-13 Alternative Payment Protections. All responsible sources
may submit an offer which, if timely received, shall be considered by
the agency. = Award will be made to the offeror providing an offer
which represents the best overall value to the Government. Best value
will be based on price and quality. Quality will be based on past
performance, timeliness, technical experience, features and approach.
REQUESTING THE= PACKAGE: The detailed specifications, drawings and wage
rates will be available starting 16 December 1997. Reference the number
DAKF61-98-Q-0034. Requests for the package must be in writing,
accompanied by a non-refundable certified check, cashier s check, or
money order payable to the U.S. Treasury in the amount of $8.00 per
package. No company, personal, registered checks or cash will be
accepted. CONTRACTOR INSTRUCTIONS: Quotations must be submitted to the=
Directorate of Contracting, Attn: Lois A. Ames, 2103 S. 8th Ave. Ft.
McCoy, WI 54656-5153 by close of business 14 January 1998. The
following must be provided on your company letterhead or with return
address, phone number and point of contact: RFQ number, price for the
job (i.e., 1 job @ $__ __ __ __ ___). Award will be made as a one line=
