70 -- MAINTENANCE SUPPORT -- FOR COMMERCIAL OFF-THE-SHELF PROPRIETARY SOFTWARE SOL DE-RP01-98AD73108 POC Linda Simpson, Contract Specialist, (202) 426-0128; David Tyma Contracting Officer, (202) 426-0130 The U.S. Department of Energy intends to award a simplified acquisition on a sole-source basis to Cognos Corporation for one year of upgrades and maintenance support of the proprietary software product, PowerHouse. PowerHouse is an integrated software that provides a programmer productivity toolset and a end-user report generation tool. The specialized software maintenance program will be utilized in support of the Chief Financial Officer for the Departmental Integrated Standardized Core Accounting System (DISCAS). It has been the key data base reporting tool for financial systems at most of the DISCAS sites for the last ten years. The Department's current user licenses are for three sites, Germantown, OakRidge, and Albuquerque. There is a significant investment in programmer and end-user development, and user training in this software. Over 1200 reports are in use, and over 400 total programmer/users have been trained and use PowerHouse. The determination to use other than full and open competition was made in accordance with 41 U.S.C. (253)(c)(1). Interested parties are advised that no solicitation document is available for this acquisition. Interested persons may identify their interest and capacity to respond to this requirement or to submit proposals. This Notice-Of-Intent is not a request for competitive proposals, however, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government.
