F -- REGENERATION OF HYDROCARBON CONTAMINATED GRANULAR ACTIVATED CHARCOAL FOR NELLIS AFB NV SOL F2660098Q0136 POC A1C Sarah Stizman, Contracting Specialist 702-652-6003; TSgt Grigsby SW-1 SCOPE. Furnish all labor, material, equipment and transportation to pickup and reclaim, through regeneration, hydrocarbon contaminated granular activated charcoal (GAC) from Building 853, Nellis Air Force Base, Nevada, and deliver the reactivated GAC to the same facility in clean 55-gallon drums. Costs will be based on actual pounds processed and transport vehicle weight receipts will be required to verify actual weight. Copies of the shipping documents indicating final delivery and receipt of spent GAC will be provided to 99 ABW/EMC. The reclaimed GAC will meet or exceed the specifications as outlined in SW-2. All spent GAC sent to the Contractor's facility under this contract will be reclaimed and not disposed of as a hazardous waste. This contract will be a turn-key operation based on a minimum bulk load of twenty 55-gallon drums of spent GAC. Length of contract will be at the discretion of the 99 ABW/EM based on present and future remediation requirements. Deliverables and payment schedule areincluded in Attachment 1 and 2, respectively. SW-2. CHARCOAL SPECIFICATIONS. 2.1. The GAC is used as an air pollution control device in conjunction with a vapor extraction unit at a petroleum contaminated spill site for the adsorption of hydrocarbon vapors, not water purification. Analytical test results indicate that approximately 45% of the spent charcoal may fail the Toxicity Characteristic Leaching Procedure test for benzene. Spent GAC used in an air pollution device and reclaimed through regeneration is exempt from the Resource Conservation and Recovery Act (RCRA) hazardous waste regulations [Table 1, 40 CFR, Part 261.2(c)(3)]. The EPA Method 8015 Modified (Total Petroleum Hydrocarbons) and EPA Method 8260 (Volatile Organic Compounds) analytical reports for the spent GAC are included in Attachment 3. If additional sampling is required for the Contractor's Waste Analysis Plan, 99 ABW/EM personnel will collect the samples and provide them to the Contractor with a Chain-of-Custody. The additional analytical costs will be paid for by the Contractor. 2.2. The activated charcoal will meet or exceed the following specifications: Name: Granular activated carbon Sieve size: 6 x 10 Iodine Number: 920 minimum Carbon Tetrachloride adsorbent separator weight: 60% minimum Hardness number: 90 minimum 2.3. The Contractor will provide process, quality control, and segregation procedure documentation as part of the contract to insure the delivered GAC is treated and returned as one operation and not mixed with GAC from outside sources. Documentation affirming the GAC has been reclaimed and returned to specifications will also be required. SW-3 GOVERNMENT FURNISHED MATERIALS. None. SW-4 RESTRICTIONS. 4.1. Public disclosure of any information made available to the Contractor pertaining to work on this delivery order is prohibited. 4.3. The contractor will pickup and deliver the GAC between the hours of 7:00 AM and 4:00 PM, Monday through Friday, excluding Federal holidays. A request towork outside of the above listed scope will be at the discretion of the PM. The contractor will coordinate dates with the PM and the Contracting Officer five business days prior to pickup or delivery. SW-5 POST PERFORMANCE RESPONSIBILITIES. The Contracting Officer may contact the Contractor for the purpose of answering queries from regulatory agencies concerning the reclamation or regeneration of the spent GAC resulting from this delivery order at no additional cost to the government. SW-6 SITE WORK. The contractor will proceed with the pickup of the first load of GAC within 30 calendar days after contracting has issued a Notice To Proceed (NTP). The Contractor will coordinate the proposed pickup date with the PM and Contracting Officer within seven calendar days of the NTP to allow sufficient time to coordinate all activities. SW-7 PROTECTION OF PROPERTY. Structures, facilities, streets, curbs, walks, and any other government property that is damaged during this project will be repaired, replaced, or restored to its original condition to the satisfaction of the PM or Contracting Officer at no additional cost to the Government. SW-8 FINAL DOCUMENTATION. 8.1. Within 30 calendar days after completion of work, the Contractor will submit two copies of certificates affirming the spent GAC has been processed and regenerated to the specifications outlined in paragraph 2.2. 8.2. Upon notification from the PM that all contractual obligations for each delivery order have been fulfilled, the Contracting Officer will authorize payment.
