Federal Bureau of Prisons seeks proposals for Construction Management
Support Services for the design-build construction of a minimum
security satellite Federal Prison Camp (FPC) in Forrest City, Arkansas.
The Construction Management firm's contract will encompass construction
management support services for an independent design-build contract
for the institution. The contract includes: Early Sitework and major
construction of a Minimum Security Prison. The FPC will be a campus
type plan consisting of one and two story buildings with a total
building area of approximately 67,000 gross square feet. The estimated
construction cost for the entire project is $10,000,000. Preliminary
sitework is anticipated to begin January 1998, with major construction
anticipated in March 1998. Contract performance period will be
approximately one to one and one half years. The proposed construction
management support services are to include, but are not limited to:
inspection for conformance with contract requirements; contractor's CPM
schedules and progress reports; maintenance of project files,
inspection and testing records, and job diaries; preparation of cost
estimates and analysis of change order requests; review of contractor's
submittals and payment requests; analysis and recommendation related to
disputes and claims; preparation and processing of correspondence and
documentation related to these services; and other services required
for successful administration of the project. The selected firm will
provide these services using on-site personnel from their own offices
and workforce, and any other resources necessary. To be considered,
firms must have at least five (5) years experience in management of
construction projects of similar scope and complexity, and experience
in the analysis of claims and disputes. Evaluation factors for
selection will be based on the firm's capacity, makeup of the firm, and
available resources (20%), proposed project team and organization,
including the ability to serve the projectlocation (30%), previous
experience and performance (25%), and cost (25%). This agency will
consider all proposals submitted by a responsible source. Request for
Proposals (RFP) will be available approximately 30 days from
publication from this notice. This is not a small business set aside.
