T -- PRODUCE VIDEO ON RADIO ASTRONOMY AND SPECTRUM-RELATED ISSUES. POC Danny N. Price, (703) 306-1242 The National Science Foundation has a requirement to explain the benefits of radio astronomy and effectively explain why portions of the spectrum should be preserved for scientific use. The requirement will be solicited by means of an RFQ in accordance with FAR Part 13 Simiplified Acquisition Procedures. Award will be based on a best value determination in accordance with the criteria to be specified in the RFQ. The requirement will be set aside for small businesses under SIC code 7812. The contractor shall provide the personnel, facilities, and supplies to do all things necessary to complete the production and scripting of a 10-14 minute video. The video shall be a complete production with full sound track, consisting of narration, dialogue, music and sound effects, plus three animated sequences showing how the radio spectrum works; how satellite bands can emit radiation that may blind radio telescopes; and how discoveries are made by radio astronomers. Shooting locations are to be in: Aerecibo, PR; the VLA in Sicorro, NM; and Greenbank, WV. Possible travel to Princeton, NJ, for narration track only may be necessary. The contractor shall perform treatment/outlines, scripting, all location photography, editing, final scripting, narration track and final mix. All travel requirements shall be the contractor's responsibility and shall be included in the quotation. It is anticipated that the RFQ will be ready on or about December 19, 1997, and that vendors will have 10-14 days to prepare a quotation.
