The U.S. Army TACOM-ARDEC has a requirement for a non-developmental item (NDI) to acquire one common shotgun for issue and use throughout the joint military services. The Combat Shotgun (CSG) must be a lightweight, durable and easily maintained weapon capable of operating reliably in all climatic environments. The CSG will be of semi-automatic design capable of using both standard 12 gauge shotgun ammunition as well as Non-Lethal munitions. The CSG must be capable of firing 2 3/4 inch "00" Buckshot and 3 inch Magnum cartridges without adjustment to the operating system. The effective engagement range using the 2 3/4 inch cartridge is 40 meters (threshold) with 50 meters an objective. The CSG must reliably function when exposed to adverse environmental conditions, to include extreme temperature (-20/120 degree F), rain, snow mud, salt water immersion and salt fog exposure. The CSG must be operable by a soldier dressed in any level of environmental/NBC protective clothing, utilize durable, corrosion resistant finishes or be constructed from corrosion resistant materials and minimize detectable muzzle flash during firing. The CSG must meet the following requirements: a) Unloaded weight of less than 8.5 lbs. (6.0 lbs objective); b) Maximum overall length of 41.75 inches or less; c) Capability of being reconfigured to a shortened length of 35 inches or less and remain functional; d) MIL-STD-1913 mounting interface on top of the receiver; e) Ambidexrous safety which will positively prevent unintentional discharges; f) Iron sights to include a rear ghost ring; g) Allow reload of 6 rounds in 15 seconds (10 seconds objective); h) A receiver service life of 10,000 rounds and barrel life of 5,000 rounds; i) Sling swivels; j) Compatible with DoD standard lubricants and cleaners; k) Able to be field stripped, without tools, in 60 seconds (30 seconds desired); l) Complete all operator maintenance within 20 minutes without the use of special tools; m) Have a magazine with a minimum capacity of six (6) 2 3/4 inch cartridges (12 as an objective); n) Provide six (6) speed loader devices, with a capacity of three 2 3/4 cartridges each (six desired) to facilitate reloading. The following are desired characteristics for the CSG: a) Folding/telescoping/collapsible stock module with pistol grip; Steel alloy trigger mechanism and receiver; c) Sling swivels positioned to accept a top carry/patrol sling; d) Magazine which can be cleared without cycling rounds through the action; e) A removable/non-removable box magazine with a capacity of six (6) 2 3/4 inch cartridges (12 as an objective). The Combat Shotgun is being procured under a Nondevelopmental Item (NDI) acquisition approach. Interested offerors will be required to submit seven (7) bid samples as part of their proposal submission. These bid samples will be provided at no cost to the Government and will be utilized for competitive evaluation testing. Bid samples will be returned to all unsuccessful offerors, in an as tested condition, following contract award. The basic contract will be for award of 25 CSG's with production options for a total quantity potentially up to 20,000 additional CSG's spanning a four year period. The current schedule projects release of a competitive Request for Proposal (RFP) in late January 1998 or early February 1998. Delivery of bid sample hardware and proposals will be required within 60 days after release of the RFP. All responses to this notice shall be done so in writing in the English language.
