The Volpe Center plans to procure, sole source, through Simplified Acquisition procedures to the Association of American Railroads (AAR), Pueblo, CO, to customize a mobile tracking system for the United Stated Department of Transportation's (USDOT) Transportation Technology Center (TTC). This would include system design, frequency reallocation, equipment procurement and delivery, equipment installation and system testing. The objective of this project is to design, install and test a Mobile Tracking System (MTS) to test high speed train sets at the TTC. There are three primary test tracks they are the Railroad Test Track (RTT), the Facility for Accelerated Service Testing (FAST), and the Transit Test Track (TTT), at this time these tracks do not employ any for of circuit system. Small Business firms classified under SIC Code 7373 that are interested in proposing on this requirement MUST demonstrate in writing 15 days from the date of publication that they have the authority to perform engineering work at US DOT's Transportation Technology Center and are familiar with the American Flyer high speed trainsets. Small Business firms will be required to submit documentation in support of the above for evaluation prior to receiving a solicitation.
