oden.billy@epamail.epa.gov. The U.S. EPA has a requirement to provide
support to Office of Science Policy (OSP) and Science Policy Council in
the following areas: peer review services, meeting management,
development of scientific issue papers and analyses, and training
development. Peer reviews and analyses conducted under the resultant
contract will be limited to scientific/technical issues. The results of
these efforts must be able to satisfy various levels of Agency, Science
Advisory Board and public review, and may require further scientific
and technical review and development, both within and outside of the
Agency. Office of Research and Development (ORD), Office of Science
Policy, Washington, DC, has two basic functions in support of ORD, each
promoting the importance of science and regulatory policies. OSP guides
the use of scientific analyses in current EPA decisions by
participating in ongoing regulatory and science policy activities of
EPA laboratories, programs, and regional offices and the Science Policy
Council. The office also helps determine the kind and quality of
information available for future environmental decisions by leading ORD
and Agency research planning activities. EPA's Science Policy Council
was established to provide a mechanism to address and resolve
cross-media, cross-program and cross-disciplinary science policy issues
for the Agency. Science is defined as the quantitative social sciences
such as economics, and the physical, chemical, and biological
sciences. Science Policy Council projects are selected because they
represent major policy issues that go beyond the boundaries of any one
media or Agency program. A detailed Statement of Work will be issued
with the solicitation. It is anticipated that the solicitation will be
issued during late January, 1998, providing for a response time of a
minimum of thirty (30) days. EPA intends to award a Cost Plus Fixed Fee
(CPFF) Level-of-Effort (LOE) contract, which will use work assignment
ordering arrangements, with a base period of 12 months, and a total of
2,700 LOE hours, commencing about August 1, 1998. The contract will
contain options for four (4) additional 12 month performance periods,
each containing 2,700 LOE hours, which if exercised, makes the
potential total contract performance term, 60 months. The Base Period
and each Option Period (1-4) will contain options for additional
quantities of 1,065 LOE hours. EPA uses Electronic Commerce (EC) to
issue RFPs and amendments to RFPs. The subject solicitation and any
amendments to it will be available via the Internet at the URL address
