The Marine Corps Systems Command intends to negotiate a sole source
contract with Georgia Technical Research Institute, of Atlanta, GA,
under the authority of FAR 6.302-3 to develop a simulation and
instrumentation tool to be used in evaluating new C4I acquisitions for
the U.S. Marine Corps. The simulation and instrumentation tool shall
address the following areas: Scenario and message generation and
analysis of the delivered message; Security analysis; Database
management analysis; EMI analysis; and Graphical User Interface
analysis. The test tool shall be able to operate from the environments
that the U.S. Marine Corps could possibly be deployed too. The
scenarios developed for the test tool shall be based on U.S. Marine
Corps doctrine and shall be scaled to replicate MAGTF operations from
"low to high intensity." This effort shall develop one test tool for
use by the U.S. Marine Corps and it is projected to occur in FY 98 with
a completion date of 2nd quarter FY 99. No RFP is available for
competitive bidding; however, interested parties are encouraged to
submit a statement of capability for satisfying this requirement within
