A -- AIRCRAFT COMPATIBILITY SCIENTIFIC & ENGINEERING SUPPORT (ACSES) SOL PKZ-652 DUE 011598 POC Contact Jalane May, Contract Specialist, 850-882-4141, or Vicky Dawson, Contracting Officer, 850-882-4141 Scientific and engineering sources with experience to support the stores certification processes are sought. The objective of the Aircraft Compatibility Scientific and Engineering Support (ACSES) contract is to assist the 46th Test Wing (46OG/OGS) in accomplishing the work necessary to support stores certification on USAF aircraft. Senior, Lead and Journeyman engineering, operations research, and software engineering experience with a Capability Maturity Model (CMM) Software Certification Level 3 is required to support work-related efforts in the fields of flutter, structural loads, stability & control, stores separation, Computational Fluid Dynamics (CFD), ballistic analysis, safe escape analysis, weapon delivery simulation, aircraft Operational Flight Program (OFP) simulation, job guides, Electromagnetic Compatibility (EMC)/Electromagnetic Interference (EMI), Computer Aided Design (CAD)/Computer Aided Engineering (CAE), and overall project management. Engineering experience requires solid workingknowledge of modern analytical techniques and analysis tools such as NASTARN, MATLAB, SDRC-IDEAS, Unigraphics, and Computational Fluid Dynamics (CFD). The Ombudsman's purpose is not to replace the technical staff or contracting officer but to serve as an honest broker and communicate any contractor concerns, issues, and disagreements to the appropriate government personnel. Collect calls regarding this synopsis will not be accepted. This will be a 31 month (2 year, 7 months) basic contract plus four (4) 1 year options, to begin approximately 1 March 1999. Offerors are required to meet CNWDI, NOFORN, and up to SECRET clearance requirements. This acquisition may involve data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not yet been accomplished. If the review determines that data are subject to export controls, only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions.
