Contracting Activity, on behalf of the Defense Intelligence Agency
(DIA) intends to solicit Information Technoogy (IT) engineering and
technical services in support of DIA and Department of Defense
Intelligence Information Systems (DoDIIS). The requirements under this
project, known as the DoDIIS Integration and Engineering Support
Services Contract II (DIESCON II), will be satisfied through the
execution of Blanket Purchase Agreements (BPAs) under GSA Federal
Supply Schedules (FSS) (FSC Group 70, FSS Service Providers). Teaming
is encouraged but is not required. It is the Government's intent to
award a sufficient number of BPAs to meet its requirements. The
requirements consist of the following four Service Categories: 1)
Community Infrastructure Management Services includes, but is not
limited to network planning and engineering, rapid response capability,
hardware and software support, security certification and
accreditation, and training and documentation; 2) Information Systems
Services includes, but is not limited to, planning, integration,
deployment, operation, and management of UNIX and Windows NT based
client server environments, local area networks, and general IT
capabilities world wide; 3) Intelligence Support and Information
Services include, but is not limited to, application support, hardware
support, general information system engineering and technical
assistance, business process analysis and re-engineering, and training
and documentation; and 4) General Technical Support Services includes,
but is not limited to, business and specialized application support
(not covered elsewhere), database management systems (DBMS),
engineering and software support, general information (IT) hardware
support, general information system engineering and technical
assistance, business process analysis and re-engineering,
system/facilities management and maintenance support, Internet/Intranet
World Wide Web (WWW) support and video production and teleconferencing
support. After BPA award, orders will be placed using FAR 8.4
procedures or may be competed among some or all BPA holders. While FAR
Part 8 does not require synopsis, this CBD announcement is intended to
stimulate interest from industry. All future information regarding this
project will be issued via the World Wide Web. No further notices will
appear in the CBD. A draft RFQ, including SOW, will be released to
industry for comment on or about 15 December 1997 and may be accessed
at http://www.dia.mil/vaca/diescon/diescon_index.html. This may also be
reached through the DIA home page at http://www.dia.mil. Once there,
scroll down the menu on the left-hand frame and select "Doing Business
with DIA" then scroll the text and select "DIA Contracts." Select
"DIESCON II Draft RFQ." The Government intends to use the World Wide
Web to the maximum extent possible in executing the BPAs. It is the
responsibility of the vendor to ensure that the document has been
received in its entirety from the web site and Virginia Contracting
Activity bears no responsibility for data errors resulting from
