combined RFQ/solicitation for commercial items prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). This is a Request
for Quotations(RFQ) for the partial removal of water cooled air
conditioner system and the installation of two air cooled air
conditioners and refrigerant piping in their place. Project work shall
be in accordance with the following listed statement of work,
paragraphs 1 through 5.1 which is incorporated and made a part of this
Request for Quotation, RFQ2-36755MJM: NASA AMES RESEARCH CENTER PLANT
ENGINEERING BRANCH(JFP) STATEMENT OF WORK(SOW) M. McIntyre 1. SCOPE:
1.1 Title: Replace Air Conditioning Units: Accomplish 1.2 Location of
work: NASA Ames Research Center, Building N213 2. REFERENCES: a.
AHB1700-1, NASA Ames Health and Safety manual (for perusal at NASA) b.
A 213-9601-G1, Repair two in space units, cover sheet and index c. A
213-9601-G2, Repair two in space units, symbols d. A 213-9601-D1,
Repair two in space units, demolition plan e. A 213-9601-M1, Repair two
in space units, installation plan f. A 213-9601-E1, Repair two in space
units, electrical wiring diagram g. AMES Standard Construction
Specifications, dtd: 20SEP96 h. Section 07500, Built-up Bituminous
Roofing (attached) 3. REQUIREMENTS: 3.1 Remove and reinstall
interferences necessary to accomplish work required by this statement
of work. 3.1.1 Remove, hold, and label for disposal, all fluids, oils,
and refrigerants necessary to accomplish work required by this
statement of work prior to the start of demolition work. Deliver to the
Government, at a designated site on center, the above listed fluids,
oils, and refrigerants. 3.2 Accomplish lockout/tagout procedures in
accordance with 2.a prior to start of work. 3.3 Accomplishthe
requirements of 2.b through 2.f using 2.g for installation and material
guidance. 3.3.1 The contractor shall accomplish as much of the new
installation as possible before starting demolition to facilitate as
little down time of the ISU's in rooms 003 and 004. 3.3.2 The
contractor shall acquire a burn/weld permit from NASA Safety(John
Livacich, bldg. 19, room 1066, ext: 4-3351) prior to the start of any
brazing or welding. 3.4 Roofing demolition (as a result of equipment
removals) and repairs shall be in accordance with 2.h. 3.4.1 Care shall
be taken to protect the interior of the building and its contents from
water damage due to roofing material removals. Contractor shall
provide and maintain temporary roof covering until such time the roof
can be repaired permanently. 3.5 Install new refrigerant piping
supports to new refrigerant piping runs. 3.6 Install new refrigerant
piping insulation. 3.6.1 New piping insulation shall be elastomeric
foam with weather resistant aluminum covering silicone sealed at all
seams/joints. Aluminum covering need only be installed on
exterior(outdoor) piping runs. CHECK POINT (Refrigerant Leak Test) 3.7
Accomplish a leak test using an electronic refrigerant leak detector,
or other approved method, to the new refrigerant piping to verify
joint tightness. Allowable leakage at new and disturbed joints: NONE.
CHECK POINT (Operational Test) 3.8 Accomplish an operational test to
each new air conditioning unit to verify function. Set and adjust all
switches and controls to operate in accordance with the manufacturer's
requirements. 3.9 Clean, prepare, prime and paint all new and
disturbed surfaces to match the surrounding areas as a result of this
statement of work. 4. NOTES: 4.1 Work this "statement of work" in
conjunction with the buildings occupants requirements. N213 building
manager/FSR is Thomas Spalding, ext: 4-5465. 4.2 Contractor shall
provide the names of all employees who will be working this project,
for visitor badging, at least two days prior to start of project to:

mmcintyre@mail.arc.nasa.gov. 4.2.1 Information on contractor or
sub-contractor's employee's shall include: Name, citizenship status,
contractor company name. If foreign nationals, all identification will
be required, including green card numbers, work permit numbers, etc.
All contractor personnel shall require a picture identification to
receive a NASA visitor pass prior to entry. 5. GOVERNMENT FURNISHED
MATERIAL(GFM): 5.1 GFM: NONE End of statement of work. The provisions
and clauses in the RFQ are those in effect through FAC 90-46. This
procurement is a total 100 percent small business set-aside. The SIC
code and the small business size standard for this procurement are 1711
and 7M, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
TheDPAS rating for this procurement is DO-C9. Quotations for the
items(s) described above may be mailed or faxed to the identified point
of contact by the date/time specified and include, solicitation number,
proposed delivery schedule, discount/payment terms, warranty duration
(if applicable), taxpayer identification number (TIN), identification
of any special commercial terms, and be signed by an authorized company
representative. Quoters shall use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference. Applicabel clauses are:
52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3,
52.225-9, 52.225-21, 52.222-41, and 52.222-42. A "Walk-thru" will be
conducted on December 18, 1997 at 09:00 AM, PST. Interested Parties
will meet at Bldg. 19, room 1021 at 08:45 AM, PST. Copies of the
Drawings, Specifications, etc., will be passed out at the walk-thru or
sent to prospective quoters on request in writing to the address
listed below. You need not be present at the walk-thru to quote!
Questions regarding this acquisition must be submitted "in writing" no
later than December 22, 1997. Quotations are due on or before January
12, 1998, 3:00 PM, PST, to the following address: Plant Engineering
Branch, Michael J. McIntyre, M/S: 19-11, Room 1021, Moffett Field, CA.
94035-1000. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". Prospective quoters shall
notify this office of their intent to submit a quotation . It is the
quoter's responsibility to monitor this site for the release of
amendments (if any). Potential quoters will be responsible for
