service type contract, with 4 one-year options, for technical support
services for the M40 Series Mask and associated components and testers.
The first year will also include an option, to be exercised at any time
during the first year, for U.S. Army Filters and their associated
components within the TACOM-ACALA Chemical Product Center. The four
option years will include the filter mission as part of the Performance
Work Statement. A Small Business Set Aside is contemplated. Duties and
skills necessary to perform the mission will include, but not be
limited to, the following: Ability to prepare and conduct briefings up
to the House/Senate level; Ability to coordinate actions at the
Department of the Army level; Working knowledge of functions such as
Contracting, Item Management, Engineering, Quality Assurance,
Maintenance Support, Total Package Fielding of Army systems, and a
strong foundation in contract legal issues; Proven ability to negotiate
and get along witha wide variety of people; Knowledge of Acquisition
reform; A strong understanding of the Army supply system from unit to
Army level, to include the Defense Logistics Agency; An understanding
of the user level; Computer and web literacy; Ability to write Source
Selection Plans, Evaluation Plans, Corrective Action Plans, Acquisition
Plans and Strategy, Contracting Officers Statements, and Justification
& Approval document; Ability to properly staff actions and plans;
Ability and knowledge to lead Best value teams and Integrated Product
teams; Knowledge of Army Nuclear Biological Chemical systems and
doctrine; Ability to communicate orally and in writing; and, Have or be
able to obtain security clearance. This is a best value procurement,
and past performance, I.E., past performance and experience will be
evaluated along with price. A 3 -5 page resume will be required. This
will be a 100 percent small business set-aside. For use on the M40
Series Mask. Estimated issue date is 2 Feb 1998. This solicitation will
