The Federal Emergency Management Agency (FEMA) currently has a requirement for, and intends to award a contract for continued support from a "full service public affairs" firm in managing its Community & Family Disaster Preparedness program initiatives. Work under this contract will also require such a firm to have in depth knowledge of the development and dissemination of educational and informational materials nationwide through the means of a public education campaign. Interested small business entities wishing to compete for this contract must have demonstrated successful experience in providing the following areas of service support: (1) carrying out projects and/or programs of work on the hazards and risks of natural and man-made disasters; (2) an ability to develop public educational materials to address public awareness and disaster preparedness on all phases of disaster, (preparedness, mitigation, response and recovery; (3) an ability to tailor such information to instill public awareness of their risk perceptions and the danger of denial of such risk in the absence of an actual or imminent emergency/disaster; (4) communication of emergency public warnings; (5) working with business and industry contingency planners relative to employee information and education programs; (6) identifying and reaching other special/at risk audiences. From a task and work activity perspective, this project includes: (1) target audience analysis, message development; (2) support for disaster educators, program managers or organizers in preparing materials to describe and explain ways of planning and implementing disaster preparedness/awareness through education programs; (3) facilitating the formation of community coalitions and partnerships (including public-private partnerships); (4) preparing materials in various media forms (print, audio, video, multi-media, CD ROM, laser disk) and for various communications media (newspapers, television, trade journals, newsletters for a community of interest, radio, etc.). Work on this project also includes planning and assisting in the facilitation of annual conferences, and the development and maintenance of multimedia databases of program materials and messages for dissemination purposes of public education information through the use of outreach programs designed to reach the general public, and specifically identified at risk audiences. Sources who meet all of the above criteria may submit three copies of their capabilities statement. Information furnished should include: (1) number and professional qualifications of technical and other appropriate personnel; (2) company experience related to the proposed project/requirement; (3) a description of general and special facilities and or capabilities that would enhance the program or lead to successful contract performance in providing the services as listed above. This synopsis is for information and planning purposes. The Government will not pay for or otherwise reimburse respondents for any costs incurred in preparing information to be submitted in response to this synopsis. If the evaluation of responses submitted results in no small businesses being determined capable of providing the required services, the Government shall proceed with awarding a contract on a negotiated, unrestricted competitive basis.
