tools, materials, supervision and other items or services necessary to
perform the management and operation of commercial travel offices
located at Yokota and Misawa Air Bases in Japan. A single solicitation
will be issued to include services for Appropriated Fund (APF)
official travel, Nonappropriated Fund Instrumentality (NAFI) official
travel, and leisure travel requirements. The combined estimated annual
dollar volume is $7M for APF official travel and $5M for NAFI official
and leisure travels for both locations. The proposals in response to
the APF official travel services will be evaluated independently from
proposals submitted in response to leisure and NAFI official travel.
The Government intends to make multiple awards, one APF and one
NAFI/leisure as a result of this solicitation, (each award will include
both bases). Two separate contracts may or may not be awarded to the
same offeror. The period of performance for each contract will be a
two-year basic period with six six-month options, for a total of five
years. The anticipated performance start date is 1 Sep 98. Offerors
will propose an air travel discount percentage fee for APF and NAFI
official travels. The discount fee is based on total official purchases
for all modes including Japanese rail and bus, but reflected as a
percentage of air fares. Offerors will propose a monthly sales
concession fee for leisure travel. The concession fee is based on the
percentage of gross leisure sales minus taxes, including leisure sold
in conjunction with official travel (LICWO), for air, bus, auto rental,
and lodging. Awards will be made to the offeror(s) whose offer will be
most advantageous to the Government considering the evaluation factors
stated in the solicitation. Proposals submitted for only one site will
be rejected. Proposals that make the two types of travel services
interdependent or dependent on each other will also be rejected. The
solicitation is exempted from set-aside for small business for all
travel services. A draft solicitation will be issued in Dec 97.
Approximate issue date for the final solicitation is 15 Jan 98. Any
such solicitation will be issued to all firms who respond in writing to
