Contracting Officer (818) 895-9354 The Southern California System of
Clinics (SCSC), Sepulveda, CA., wants to lease space in Lompoc, CA.,
San Luis obispo, CA., and the Ventura/Oxnard, CA. areas, for the
establishment of Community Based Outpatient Clinics (CBOC's). The SCSC
desires to lease approximately 2000 rentable square feet of medical
related space to yield 1500 occupiable square feet, available for use
by the Tenant for personnel, furnishings and equipment. The SCSC
intends to award a lease pursuant to the authority set forth in VHA
Directive 10-94-057, "Expedited Lease Procedures for Acquisition of
Space for Primary Care Clinics (PCC) and other medically related
space". The term of the leases will be for a period of one (1) year
from the date of award, with the option to renew for two (2) additional
one-year periods. The spaces are required by March 15, 1997. Offered
properties must be located within areas bounded by or fronting on the
following streets: LOMPOC, CA; North -- Central Avenue; South -- Willow
Avenue; East—7th Street; West -- V Street: SAN LUIS OBISPO, CA;
North -- U.S. 101; South -- San Luis Obispo City Line; East -- San Luis
Obispo City Line; West -- U.S. 101: OXNARD/VENTURA, CA; North --
Foothill; South -- Channel Islands Boulevard; East -- Rose Avenue; West
-- Harbor Boulevard. This announcement is not an invitation for bids or
a solicitation for offers, but merely an inquiry as to the availability
of space. The SCSC intends to operate the (CBOC's) Monday thru Friday
from 7AM to 7PM, excluding federal holidays. Each space shall have a
minimum of 24 parking slots, easily accessible from public streets. The
space shall be subdivided to provide the following rooms and functions:
3 examination rooms, approximately 100 square feet each, with operating
sink, hot and cold running water with foot operated controls, adequate
lighting, two electrical and telephone outlets; A laboratory procedure
room, approximately 150 square feet, with an eyewash, operating sink,
hot and cold running water with foot operated controls, adequate
lighting and two electrical and telephone outlets; A waiting room with
approximately 240 square feet, and easily accessible from patient
parking area; A patient registration area, approximately 200 square
feet, with a window into the patient area, a counter for patient
registration staff, and administrative space for records and files,
eight electrical and telephone outlets for facsimile and copier
machines and computer terminals; A lighted supplies room, approximately
100 square feet; A lighted staff break room, approximately 100 square
feet; A lighted pharmaceutical room, approximately 150 square feet; Two
lighted administrative offices, approximately 100 square feet each with
two electrical and telephone outlets; A minimum of one restroom
proximate to or included for use by patients and staff, approximately
150 square feet: All rooms must have the capability for T-1 or
equivalent cabling for telecommunications. All space must be accessible
to the handicapped in accordance with the Uniform Federal Accessibility
Standards (41 CFR 101-19.6, App. A). Basic utilities, including central
heat and air conditioning, janitorial, building maintenance, pest
control and security shall be provided as part of the rental payments.
The space must be suitable for delivery of primary care ambulatory
health care services. The space must be conveniently accessed from
major transportation corridors. Space must be located proximal to major
medical facilities including laboratory, radiological and pharmacy
services. Appropriate directional and identification signage on the
grounds will be required and supplied at (SCSC) expense. The clinical
setting must demonstrate credentialing by JCAHO. Proof of ownership and
insurance issued by a responsible carrier of not less than $250,000.00
per occurrence will be required. Any offer will be evaluated and
considered in accordance with the following evaluation factors, listed
in order of importance; 1) Proximity to major medical inpatient,
radiological, laboratory and pharmacy facilities; 2) Distance from
public transpiration, 3) Price: The SCSC will award a contract to the
responsible offeror which will be most advantageous to the government,
price and other factors considered. The Government reserves the right
to award a contract to other than the lowest offeror if it is deemed
to serve its best interest. Owners and Agents: To submit a location for
inspection, please contact the Contracting Officer with the following
information. A) Building name and address and Owners or Agents name
address and telephone number; B) rentable square feet and rentable rate
per square foot; C) Method of measurement used to determine rentable
square feet. The SCSC desires occupancy by March 15, 1998. Responses to
