NAVAIR has a requirement to purchase retrofit kits and installation for modification of Aircraft Block 89 to the Block 89A configuration for the EA-6B aircraft. The Block 89 to 89A configuration will consist of retrofit/integration of common avionics non-development items, which will be Government Furnished Equipment. The requirements include engineering and logistics efforts to provide for design, manufacturing and installation of Block 82 and Block 89 Aircraft modifications to Block 89A configuration; fabrication of kits for Block 89A modification into Block 89 Aircraft; ILS Program planning management for the Block 89A Aircraft; Interim spare and repair parts; Installation of the 89A kits; and data to include, a technical directive, configuration management plan, and engineering drawings. The base year requirement is for 8 kits and spares with one option for 8 installations and 18 kits and spares, and a second option for 18 installations. Delivery shall commence upon contract award and continue through February 2001, inclusive of options. The Government intends to negotiate solely with Northrop Grumman Corporation, Bethpage NY pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. Northrop Grumman Corporation is the sole designer, developer, and manufacturer of the EA-6B airframe, and as such is the only known source with the engineering expertise, source data, facilities and knowledge to provide the required effort.
