66 -- CONTINUOUS EMISSIONS MONITORING SYSTEMS (CEMS) SOL F08651-98-Q-0559 DUE 123197 POC Paula Faye Cosson, 850-882-5169, Contract Specialist; Contracting Officer, Lonnie L. Oswalt The Air Force Development Test Center (AFDTC) intends to solicit competitively for a Continuous Emissions Monitoring System. The gases to be monitored are Carbon Monoxide (CO), Carbon Dioxide (CO2), Oxygen (O2), Oxides of Nitrogen (NOx) and Sulfur Dioxide (SO2). These analyzers should be equipped to sample gas exiting the molten salt reactor. The temperature of the molten salt reactor exhaust at the sample point is approximately 500 degrees Celtic and the pressure is ambient. The exhaust contains water as steam and dust composed of lithium carbonate, potassium carbonate and calcium carbonate. The analyzers should have common sample probe, common water and particulate removal systems, common sample gas treatment systems and a common sample gas return line. Because the molten salt reactor is a remote operation, no human will be allowed in the building when the reactor and exhaust gas analyzer are in operation. Therefore, the analyzers must report the gas concentrations and any other required information to the small logic controller. The reactor must be able to run continuously without human intervention for extended periods of time. The anaylyzer system will be located in a butler building within northern Florida. It must be able to withstand the high humidity and high temperatures of that region without significant impact to its accuracy, precision and repeatability. Required delivery is to be within 60 days after award of contract. Technical questions may be directed to Mr. Joel Ankersen/Mr Don Litrell at 850-882-9532. Contracting questions may be directed to Paula Faye Cosson at 850-882-5169. Replies to this synopsis should be provided to AFDTC/PKOS, 205 West D Ave, Suite 541, Eglin AFB FL 32542-6862. All responsible sources may submit an offer which will be considered. (No contract award will be made on the basis of bids/proposals received in response to this synopsis.) Firms responding to this synopsis should reference F08651-98-Q-0559 and indicate whether they are or are not a small or small disadvantaged business concern as defined in FAR 52.219-1 and 52.219-2 and whether they are a manufacturer or dealer/distributor. The Air Force reserves the right to consider small business set-aside based on responses hereto. Requests for copies of this solicitation must be in writing; or fax (850) 882-9442. Telephone requests will not be honored.***** (0350)
