66 -- CD/FLUORIMETER/POLARIZATION SOL RFQ80051-NS DUE 010998 POC Patricia Haun, Contracting Officer (310) 402-4509 The National Institutes of Health, National Cancer Institutes, Office of Laboratory of Biochemistry, Bethesda, Maryland intends to contract for the CD/Fluorimeter/Polarization Stopped-Flow and Quench Flow Turnkey System for High Density Solutions (49-81-QS) described below with Molecular Kinetics, Inc. P.O. Box 2475, Pullman, WA 99164-2475. This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR 12.6 and NCI does not intend to issue a separate written solicitation. This acquisition is set-aside for small businesses. The Standard Industrial Classification Code is 3826 and the business size standard is less than 500 employees. This acquisition will be made pursuant to the authority in FAR 13.6 to use simplified procedures for commercial acquisitions. The system and components listed below are primarily manufactured by Bio-Logic of France and establish a standard of quality. The Government will consider offers for the system and components specified or their equal. The system being procured includes the following specific components: 1 (each) SFM-4 QS: 4 Syringe Combination Stopped-Flow/Quench Flow Module (53-02/B3); 1 (each) 4-syringe/4-motor, Thermostated Module; 4 (each) 21ml Reservoir Syringes of Kel-f material; 1 (each) MPS-52/4 Microprocessor Control Unit; and 1 (each) Driving Software for PC. The Stopped Flow specific components are: 1 (each) FC-20 quartz cuvette; 1 (each) Hardstop; and 1 (each) Observation head for stopped-flow. The Quench Flow specific components are: 1 (each) Waste/collect valve set; and 4 (sets) of delay lines. The system also includes: -- (1) a MOS-400 CD and Fluorimeter (49-06) with the following: 1 (each) 150 W Xenon-Mercury lamp + lamp housing; 1 (each) ALX-220 Arc Lamp Power Supply; 1 (each) Jobin-Yvon Monochromator (single grating); 1 (each) Photomultiplier tube with housing; 1 (each) PMS-400 Photomultiplier Power Supply & Amplifier; 1 (each) Tapered light guide (dual); 1 (each) Base Plate for Monochromator & light source; 1 (each) Glan Taylor Polarizer; 1 (each) Photoelastic Modulator; and on-site installation; -- (2) an Addition Detection Channel (49-10/400) with the following: 1 (each) Photomultiplier tube with housing; and 1 (each) PMS-400 Photomultiplier Power Supply & Amplifier; -- (3) a Polarizer Adaptor for Fluorescence Anisotropy; -- (4) a HDS mixer (MEC21125); -- (5) a Data Acquisition & Analysis Module with the following: BioKine Acquisition & Analysis Software (83-00); Up to 4- Channel data acquisition; Second order kinetics analysis; Functions with A/D board (DT2801/A); 1 (each) Pentium PC Computer; 1 (each Connection Box (83-20); and 1 (each) DT2801/A board for A/D acquisition; -- (6) 2 (each) 1" round cut-on filters (wavelength chosen by user); -- and (7) 1 (each) Additional quartz cuvette, TC- 100/15F, with holder. The system must be capable of doing both stopped-flow and quench flow experiment using a single mixing instrument, mixing up to four different solutions fromfour separate syringes, allowing variable drive control of each of the four syringes. It must allow variable drive control of each of the four syringes allowing a large variable ratio of mixing. It must also allow the user to have delay line volumes up to 1000ul, and mixing of high density solutions with low density solutions without back-flow of the mixed solution. Dead time must not change with temperature of the experiment and the optics must work in any and all of the following modes: absorbance, fluorescence, CD, fluorescence anisotropy, simultaneous absorbance and fluorescence, simultaneous dual fluorescence at two different cut-off wavelengths, and simultaneous CD and fluorescence. The system must have a minimum warranty period of one year including parts and labor. Delivery shall be made F.O.B. Destination, inside delivery, no later than 120 days after contract award to the NCI Office of Laboratory of Biochemistry, Bethesda, Maryland. This solicitation and the incorporated provisions and clauses are those in effect through FAC 97-01. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1, "Instruction to Offerors -- Commercial Items;" FAR 52.212-3, "Offeror Representations and Certifications -- Commercial Items;" FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items;" and FAR 52.212- 5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items -- Deviation for Simplified Acquisitions". The following FAR clauses cited in paragraphs (b) and (c) of the clause at FAR 52.212-5 are also applicable to this acquisition: FAR 52.222-26, "Equal Opportunity;" FAR 52.222-35 "Affirmative Action for Special Disabled and Vietnam Era Veterans;" FAR 52.222- 36 "Affirmative Action for Handicapped Workers;" FAR 52.222-37, "Employment Reports on Special Disabled Veterans and Veterans of Vietnam Era;" and FAR 52.225-3 "Buy American Act -- Supplies." Molecular Kinetics, Inc. is the only party known to NCI that can meet the above requirements. However, if any other interested party believes it can meet the above requirements it may submit an offer. Offers must be submitted on an SF-18 or SF-1449 with a completed "Schedule of Offered Supplies/Services." Offers must be accompanied by a completed "Representations and Certifications -- Commercial Items"(FAR 52.212-3), with DUNS Number addendum, signed by an authorized representative of the offeror. Offers must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the offer meets the foregoing requirements. The contract will be awarded to the responsible offeror with the lowest-price offer that fully meets the requirements of the solicitation.
