Office (PTO) intends to award a contract on a sole source basis to
Derwent Information (Derwent), 1725 Duke Street, Suite 250, Alexandria,
VA 22314. The purpose of this requirement is to load a database of
value-added international patent abstracts in-house. The PTO requires
"English Language Abstracts" and bibliographic data records covering
substantially all of the world's issuing "patent" documents. This
information is needed by the PTO to meet its mission responsibilities
pursuant to patent laws and patent examining support procedures. The
scope of this requirement is to lease to the PTO a database of
value-added international patent information for loading in-house. The
Contractor shall satisfy the requirement in a two phase approach
during the performance of this contract: (1) a backfile data load, and
(2) weekly updates. The Contractor shall provide to the PTO the
following items: A complete database of value-added international
patent information in English, including backfiles back to the 1960's
and weekly updates. Each record is to contain an enhanced title in
English, a claim-based abstract in English which incorporates the main
technical features, intellectually selected drawing most
representative of the invention, detailed classification schema
including deep-indexing, patent family information, and ability to
retrieve documents using the IPC assigned to the document by the patent
issuing authority. At a minimum, the PTO requires coverage of chemical
patents from 1960's and all disciplines from 1970's. Currently, the
search system requires that PTO access the databases via commercial
hosts. This method incurs hourly connect charges to the database
provider, as well as hourly connect charges to the commercial host
provider. The PTO already receives a discounted rate to search the
databases. The PTO foresees a need for increased use of these databases
resulting in increased costs, which are difficult to control with the
present method. Derwent World Patent Index (DWPI) is an essential
research tool for Patent Examiners who must conduct patentability
determinations and search for prior art worldwide. DWPI contains
information such as an enhanced title, claims-based abstract,
proprietary deep-indexing, patent family information and ability to
retrieve documents using the International Patent Classification
assigned by each patent office, which is not available in other
commercially available patent information databases. Currently, the
only method for searching DWPI is through a commercial host. In
addition to hourly connect charges from Derwent, additional hourly host
connect charges are incurred as a result of the indirect connection to
DWPI. Loading the DWPI data in-house for unlimited use will eliminate
hourly charges from Derwent as well as the commercial host. Due to the
specialized combination of expert knowledge required, and access to
Derwent proprietary database, the PTO has identified Derwent as the
only source available to meet its unique requirements. Derwent
Technicians have a high level of training, familiarity and competence
in DPWI and Derwent indexing. The anticipated period of performance for
