C -- PROVIDE DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE CONVERSION OF FOUR (4) DORMITORY HOUSING UNITS INTO CELL BLOCKS AT THE UNITED STATES PENITENTIARY LEWISBURG, PA POC William H. Gensel, Contracting Officer, (717) 547-1641, ext. 539 The Federal Bureau of Prisons Northeast Regional Office seeks to negotiate a firm-fixed price contract for Architect-Engineering (A/E) Services for the Design and Construction Administration Services to convert four (4) dormitory housing units into cell blocks at the United States Penitentiary Lewisburg, PA. It is anticipated that conversion of the blocks will be completed in a minimum of two (2) phases. The A/E services for the separate phases will overlap. The estimated construction cost for this project is between $5,000,000.00 and $10,000,000.00 with an estimated performance period of 1,140 days. The evaluation criteria for selection and contract award, in descending order of relative importance, are as follows: (1) Proposed project team and organization; (2) Comparable experience and performance; (3) Firms capability and capacity; (4) Past performance on contracts for government agencies and/or private industry; (5) Knowledge of locality and proximity to project; and, (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Only those firms residing in the Commonwealth of Pennsylvania, having the capability to perform the services described herein, are requested to submit appropriate data no later than January 20, 1997. Applicant responses to the aforementioned evaluation criteria shall use Standard Forms 254 and 255, which will form the basis of the initial evaluation of qualifications. The SF-254 and SF-255 shall be submitted in duplicate. The data submitted shall be concise and must address all specific categories listed in the evaluation criteria. The Standard Industrial Classification Code is 8712, with a size standard of $2,500,000.00. This procurement has not been set-aside and is being completed on an unrestricted basis.
