for commercial items prepared in accordance with the format in FAR
Subpart 12.6, the test program in FAR Subpart 13.6, and FAR Part 15, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued!! 17(ii).
Solicitation Number 7TF-98-0006 Request for Proposal!! 17(iii). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-02!! 17(iv). This is
a full and open procurement under SIC 7372 Prepackaged Software!!
17(v). Description: There are several contract line items, which are
not optional: ITEMS LISTED 17(vi). Description: The purpose of this
Request for Proposal is to acquire the following electronic jouranl
service. 1. The subscription service must at a minimum provide users
with the ability to retrieve, view and print the full textarticles,
including all tables, graphs, pictures and diagrams, for the following
key medical and nursing journals. Full text coverage must be provided
at a minimum from 1995 to the present. The journal are as follows:

must include the capability to establish two "user pools" for users who
are connecting to the service. One pool must support up to 8
simultaneous user sessions, and the second user pool must support up to
12 simultaneous user sessions. Activities participating in the
subscription will each be assigned to one of the user pools. 4. The
system must provide the capability for a single access account to be
assigned to each participating activity. This account must support
multiple simultaneous user sessions, up to the maximum number of
simultaneous user sessions (8 or 12) which are supported by the user
pool to which the activity is assigned. Sessions within each pool
should be allocated on a "first-come, first serve" basis. 5. The
subscription service must include the capability to search and retrieve
biomedical literature citations from the MEDLINE data base which is
maintained by the National Library of Medicine. At a minimum, the
period covered for MEDLINE searching must include the time frame for
which full text journal articles are available. Full MEDLINE searching
must be available for this period which is not limited to only the
journals for which full text articles are available. 6. The
subscription service must include the capability for users to link
directly from citations identified in MEDLINE literature searches to
the pertinent full text articles from journals included in the
subscription. The capability must also be provided for users to
directly retrieve a specific full test journal article without using
the MEDLINE search feature. 7. The subscription service must include
the capability for the user to view or print full text articles from
covered journals, as well as the capability to send copies of full text
articles to other users via electronic mail. 8. The subscription
service must allow users obtain access via any of the following
interfaces: a. VT100, b. Web browser (Netscape 2.0 or greater and
Internet Explorer 3.0 or greater). 9. To minimizesupport requirements,
the subscription service must allow users with Web browsers to view
and print full text articles, including tables, graphs, pictures and
diagrams that are part of the article, without requiring the
installation of a supplemental viewing/printing program (e.g., Adobe
Acrobat Reader). 10. The subscription service must include the
capability for the account administrator to obtain usage statistics
showing total logins and connection time by account. 17(vii). Date of

Instructions to Offerors -- Commercial Items (OCT 1995) is hereby
incorporated by reference.!! 17(ix). The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous,
representing the best value to the Government price and other factors
considered. The following factors shall be used to evaluate offers:
Evaluation will be based on (1) Technical (a) Technical capability of
the item offered to meet the Government requirement (b) Past
Performance (see below) and (c) Delivery Terms -- ability to meet
required delivery schedule and (2) Price. Factors are listed in their
relative order of importance. Past performance will be evaluated as
follows: Evaluation of past performance shall be based on information
provided by the offeror (see below) and any other information the
Government may obtain by following up on the information provided by
the offeror and/or through other sources (i.e., offeror's performance
on previously awarded FAST delivery orders/contracts and/or contracts
with other Government entities). The offeror must identify two Federal,
state, or local government and private contracts or delivery/task
orders for which the offeror has performed work similar to the
statement of work in this solicitation. References should include the
most recent contracts completed within the last two years. The offeror
shall provide a point of contact, current telephone number and fax
number for each contract. This list is due by the date established for
receipt of proposals. 17(x). Offeror's are reminded to include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with its offer.!! 17(xi).
