acquisition to conduct a Material Change Program (MCP) for the
M762/M767 Electronic Time Artillery Fuze. The M762/M767 is the US
Army's primary time fuze used with 105mm, 155mm and 8 inch artillery
weapon systems. The MCP effort consists of a 20 month Design
Enhancement (DE) Phase followed by a Production Phase. A Government
furnished Technical Data Package (TDP) will be provided for reference
as a design baseline. The DE Phase shall focus on upgrading the
M762/M767 by improving producibility, enhancing design robustness,
enhancing user interface and upgrading the technology. The following
areas shall specifically be addressed: qualify a quartz crystal that
can undergo solder reflow; improve producibility of S&A assembly;
improve encapsulation method; improve battery connection; improve ESD
shield design; improve shield cap producibility; upgrade/combine CMOS
and Linear integrated circuit chips; implement use of M100 Electric
Detonator; improve producibility of electro-explosive components;
design a more rough handling resistant Ogive & enhance point detonating
mechanism design; assure waterproofness; improve battery rise time;
show "PD" readout in LCD; allow increment and decrement of digits in
LCD for manual setting and add Explosives Ordnance Disposal render safe
(self-neutralization) circuitry. During the DE Phase the contractor
shall provide 2,200 prototype fuzes (M762/E1M767E1) for design
verification and production prove-out testing. Upon successful
completion of the DE Phase the contractor shall also provide a Detailed
Specification Package with drawings that reflect all changes made to
the baseline design. Approval will subsequently be granted to proceed
into the Production Phase in which production of 62,000 of the upgraded
fuze (M767A1 only) shall be required. The contractor will also be
encouraged to partner with the government via voluntary membership in
a government chaired Integrated Product Team so as to facilitate design
and program decisions. Distribution Statement D applies to the
M762/M767 TDP, i.e., distribution is authorized to the Department of
Defense and DoD contractors only. The TDP contains sensitive technology
on a new weapon system. This determination was made on 5 July 1988.
