FISC San Diego is announcing its intent to issue a combined synopsis/solicitation for commercial items. This synopsis/solicitation will be prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, NO WRITTEN SOLICITATION WILL BE ISSUED, and proposals are being requested with this synopsis. The solicitation number is N00244-98-Q-0082. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 46. This solicitation is issued on an unrestricted basis under Standard Industrial Code 5045, with a business size standard of 100 employees. FISC San Diego requires the following items: clin 0001 is for twenty (20) each 10Base-FL fiber hubs. Each hub shall consist of the following: 6 10Base-FL ports plus a modular port (either AUI or 10BaseT). Each hub must be capable of being daisy chained together in-groups of 3 to create one collision domain. (Note: Daisy chain must not utilize the needed 6 fiber or 1 modular port). Each grouping of three hubs will be utilizing one modular port for connectivity. If modular port is AUI, then 6 AUI to 10BaseT transceivers are needed. (Hubs shall be 3600 series Allied Telesyn P/N: AT-F3606F-13 or equivalent). Clin 0002 is for six (6) each inter-repeater bus -- passive backplane board to connect three hubs. (The above item is to connect three each of clin 0001). Clin 0003 is for six (6) each universal converters. (This item shall be Centrecom MC12T Allied Telesyn P/N: AT-MC12T or equal). Clin 0004 is for six (6) each AUI converters. (This item shall be Centrecom MX40F/ST Allied Telesyn P/N: AT-MX40F/ST or equal.) These items will be delivered to 32nd Street Naval Station in San Diego CA and the price quoted must be FOB destination. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price related factors. Provision 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for the technical acceptability at the lowest price. To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase descriptions.
