negotiate a contract with: (1) Geophex Limited, Raleigh, North
Carolina, (2) ADI Limited-Major Projects Group, Silverwater, Australia,
(3) Ensco Incorporated, Springfield, Virginia, (4) Blackhawk
Geometrics, Golden, Colorado, (5) Geo-Centers, Newton Center,
Massachusetts, (6) Naeva Geophysics, Incorporated, Tappan, New York,
and Charlottesville, Virginia, and/or (7) Geophysical Technology
Limited, Armidale, Australia, for performing a critical self-assessment
of their performance under UXO Detection Technology Demonstrations
Phase III at Jefferson Proving Grounds. Since these contractors are the
only ones to submit proposals under Phase III and no additional field
work (data collection) or research and development is involved in Phase
IV (the data was obtained during Phase III, so it already exists), they
are in a unique position to provide the required services. Under Phase
IV, the Government will fund a selected number of these contractors to
perform a self-assessment of their performance in Jefferson Proving
Grounds Phase III; the selected contractors will submit Part 1 of a
technical report which documents the what, how, and why of their
Technology Demonstrations along with the processed sensor data used for
ordnance declarations; the Government will provide the "ground truth"
(locations and burial details of all inert ordnance and other objects
buried at the sites) to the selected contractors for the
self-assessment and for their subsequent use; the selected contractors
will prepare and submit Part 2 of a technical report that provides a
performance self-assessment. The proposals must certify that the sensor
data from the Phase III demonstration still exists and that the
contractor is willing to perform a critical self-assessment of their
Technology Demonstration performance. If no other sources are found,
the Government intends to award a contract to one or more of the
vendors listed above under the authority of 10 U.S.C. 2304 (c) (1). See
