Air Force Research Laboratory (AFRL) is interested in receiving
proposals (cost and technical) in the area of Dual Use Science and
Technology. This program is being conducted in cooperation with DOD's
Dual Use Application Program (DUAP) managed by the Joint Dual Use
Program Office (JDUPO). The AFRL seeks projects to create and develop
new product or process technologies which have potential for both
military and commercial applications. If successfully developed, the
technology will have both Air Force/Department of Defense relevance and
sufficient potential commercial applications to support a viable
production base. The offeror must bear at least 50% of the cost of the
proposed effort. Proposals that involve either basic research,
studies, capitalization or facilities, fee for service testing,
technology transfer organizations, or final product development beyond
the stage of product prototype or feasibility demonstration are
outside the scope of the competition and will not be acceptable. The
Wright Laboratory (WL) located at Wright Patterson Air Force Base is
issuing the BAA on behalf of all the Air Force Research Laboratory
(AFRL) research sites. Interested parties should direct all routine

telephone 937-255-5310. Proposals in response to this BAA shall be
submitted by 98Feb18, 1500 hours local time at the location of proposal
submittal, addressed to the contracting POC's listed in each topic
area. Topic areas are identified in Section B -- Requirements of the
BAA itself which is available on the internet at the following address:

Announcement. To further explain and clarify the requirements of the
effort, htwo Industry Briefs are anticipated tobe held at locations yet
