Service-Washington intends to negotiate a sole source contract with
Minority Business Enterprise Legal Defense and Education Fund, 900
Second Street, N.E., Suite 8, Washington, D.C. 20002. The contractor
shall examine and compare the set of Department of Defense (DoD)
procurements where price preferences for small and disadvantaged
businesses have been applied by DoD to similar procurements where such
price preferences have not been applied by DoD for the purpose of
determining what, if any, benefits the DoD and SDBs have derived from
the application of such price preferences, and what, if any
modifications should be made in the application of such price
preferences to DoD procurements to maximize such benefits. This
comparison and examination shall be accomplished through performance of
the following task: (1) Research Statutory and Regulatory Framework (2)
Examine Administrative Practices (3) Survey Bidders (4) Interview SDB
Beneficiaries of Price Preference (5) Interim Briefing (6)Conduct
Procurement Analysis (7) Written Report and (8) Final Briefing. See
