B -- NON-CHEMICAL WATER TREATMENT TECHNOLOGY IN LIEU OF PARTIAL OR COMPLETE CHEMICAL TREATMENT DUE 033098 POC Contact 1Lt Keisha Evangelista, Contract Management Officer, (850)283-8667 or Oui Carroll, Contracting Officer The U.S. Air Force requests information on recommended procedures and techniques to address the performance of industrially water treated equipment (i.e., cooling towers, boilers, steam & hot water systems, etc.) using non-chemical water treatment technology in lieu of partial or complete chemical treatment. The Measurement and Verification (M & V) Guideline for Federal Energy Projects, DOE/GO-10096-248, published by the Department of Energy in February 1996, provides procedures and guidelines for quantifying the savings resulting from the installation of Energy Conservation Measures (ECMs) implemented with federal Energy Savings Performance Contracts (ESPCs). Specifically, ESPCs require an acceptable measurement and verification of guaranteed energy and water savings on an annual basis to reconcile payment under this contracting method. This request for information seeks suggested practical M&V techniques and procedures to adequately address the performance of non-chemical devices installed as energy and water conservation measures. Include in the responses for the suggested M&V information the frequency of measurement and the acceptable performance standards as applicable, for each system/equipment application for which the non-chemical device/system is suitable.
