Coast Guard Engineering Logistics Center has a requirement for the
inspection and repair of Woodward Governors, NSN 2910-01-215-0459, Part
Number 8573-647, installed on Paxman RP200 Diesel Engines used onboard
110' Class Coast Guard vessels. Contractor will be required to provide
all labor and materials required to perform the following on each
Governor inducted for overhaul: (1) receive; (2) disassemble; (3)
inspect; (4) provide a detailed Inspection Report/Repair Estimate; (5)
repair; (6) reassemble; (7) test; and (8) preserve and package in a
reuseable container. All repairs shall be made in accordance with
current Woodward Governor (OEM) specifications and standards and Coast
Guard YARD Specification Number 82323-8029. All parts to be furnished
and used with repairs must be genuine Woodward Governor parts. The
Government intends to solicit only Woodward Governor and/or their
authorized repair facilities. Industry has been given the opportunity
to submit information explaining their capabilities. It is intended to
award a Requirements-type contract with one (1) base year and two (2)
option years. Delivery shall be made to the U.S. Coast Guard YARD
Curtis Bay, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. Delivery
shall be no longer than 90 days after the date of each individual
delivery order. All repsonsible sources may submit an offer which shall
be considered by the agency. When calling, be prepared to state your
name, address, and the solicitation number. See Numbered Notes 22 and
26. This synopsis is issued pursuant to FAR 5.207(e)(3) and TAM
1205.207. The following Note is for informational purposes for
Minority, Women-Owned, and Disadvantaged business enterprises: The
Department of Transportation, Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned, and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP), at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
