This is a modification to a previously-published synopsis, cite number
D-339 SN148182, issue date 12/05/97, and issued for the purpose of
amending the solicitation and changing the closing date and time for
offers. Paragraph III.B. of the Performance Work Statement is hereby
deleted and replaced with the following: III.B. Counseling activities
will be short-term in nature and will focus primarily on diagnostic
evaluation and motivational counseling. The contractor shall make
available at a minimum, six (6) diagnostic/counseling sessions per
employee, for each presenting problem during the term of the contract.
Six sessions shall be provided if requested by the employee.
Thereafter, when necessary, the employee shall be referred to community
resources in such a manner as will permit appropriate and skillful
management of the problem presented. Sessions in excess of six may be
offered to the employee at the discretion of the contractor. An
employee may be referred without receiving six sessions if the problem
is, in the professional opinion of the counselor, better referred to
a more appropriate resource, or due to the severity of the problem or
the urgency of the situation, immediate referral is appropriate. The
contractor will be responsible for investigating and initiating
appropriate insurance arrangements for the employee. Responses to this
solicitation are due no later than 1:00 p.m., local (Philadelphia)
time, 22 Dec 1997. All offers shall be sent to FISC Norfolk Det

Submission of proposals via facsimile is authorized. Proposals
submitted via facsimile should reference N00140-98-R-0337 and be
forwarded to (215)697-9739. In accordance with FAR 52.215-18, If the
offeror chooses to transmit a facsimile proposal, the government will
not be responsible for any failure attributable to the transmission or
receipt of the facsimile proposal. Offerors should take into
accountthat numerous proposals may be transmitted at the time of offer
