This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. II. This solicitation number MDA220-98-R-0050 is issued as a request for proposal (RFP). III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-02. IV. N/A. V. A list of contract line item number(s) is as follows: CLIN 0001, DESCRIPTION -- Paralegal/Customer Service Training Manual (hard copy), QTY -- 110, UNIT OF ISSUE -- each; CLIN 0002, DESCRIPTION -- - Paralegal/Customer Service Training Manual (electronic copy), QTY -- 2, UNIT OF ISSUE -- each. VI. The use of this manual and desk reference to train all paralegals and customer service representatives will aid in standardizing and increasing the efficiency and accuracy of case processing and responding to inquiries. The majority of questions and concerns involving garnishments and cases under the Uniformed Services Former Spouses' Protection Act will be answered in the manual. The employee manual shall be at a basic reading level and contain a large amount of detail so that it will be useful to someone with no legal background and little to no understanding of Finance and Accounting Pay Systems. Content: Sections shall be created by case type. Each section shall contain documentation and examples of the process utilized for that case type. The manual shall also contain an Appendix for Definitions or other related information, and a detailed Index. The Sections include: Child Support; Alimony; Arrearage; Civilian Commercial Debt; Civilian Commercial Debt -- State and Local Taxes; Commercial Involuntary Allotments of Active Duty Military; Uniformed Services Former Spouses' Protection Act; Interest; Attorney Fees; Bankruptcy; Modifications; Terminations; Interrogatories; Soldiers' and Sailors' Civil Relief Act; and Privacy Act and Freedom of Information Act. Updates will be provided periodically. Deliverables: CLIN 0001 the contractor shall produce and deliver 110 manuals in binder format so that pages may be added and removed as updates are encountered; the pages should be thick enough to allow for excessive use without tearing; there shall be heavy stock, labeled tab dividers between sections/chapters; there shall be an appendix which contains definitions and a detailed index. CLIN 0002, the contractor shall deliver 2 electronic copies of the manual on 3.5" diskette, in Microsoft Word 6.0 format. In Process Reviews; three trips shall be required to DFAS Cleveland to discuss the operations, requirements, and to discuss edits to the manual. VII. FOB Dest. Final materials are due no later than 80 days after date of contract award; first of two draft manuals is due 30 days after date of contract award. VIII. FAR 52.212-1, Instructions to Offers-Commercial Items, is applicable and is incorporated by reference. IX. Paragraph (a) of FAR 52.212-2 carries the following addendum: The following factors shall be used to evaluate offers: (1) knowledge and experience in the development of training and reference manuals for professionals, and (2) price. Technical factors are more important than price. Award shall be made on a best value basis. X. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offerors -- Representations and Certifications -- Commercial Items. XI. FAR 52.212-4 Contract Terms and Conditions-Commercial Item is incorporated by reference and applies to this acquisition and resulting contract.
