Agency Announcement (BAA) rescinds DPSC BAA Commerce Business Daily
Notice #096964 dated July 15, 1997. The Defense Supply Center
Philadelphia (DSCP), Readiness Integration and Initiative Office,
DSCP-MRII, announces the initiation of a Commercial Asset Visibility
(CAV) project to support DoD Medical Readiness. This BAA requires
information be furnished for the scope of work as defined herein. A
display of your organization's ability to meet such requirements is
also required. DSCP will accept proposals from companies with technical
data ability that can satisfy the government's statement of work
(listed below). The CAV project is an effort to update the mobilization
requirements with current pharmaceutical items citing the retail
distribution or sales quantity on a per month basis. Pharmaceutical CAV
data shall include both prescription and over the counter items. The
purpose is to capture the data to determine: (1) what is the
product-of-choice in the commercial market place today, (2) can the
item "planned" by the government be supported by the commercial market
place, and (3) is the government planning for mobilization with state
of the art items necessary in time of war. The data furnished would be
used to flag the weak items within medical planning efforts and improve
medical readiness with products that would fill the mobilization needs
of today. This informational project is for companies or technical
data information centers to provide to DSCP Medical, on a semi-annual
or a quarterly basis, all distributor data representative of monthly
retail distribution or sales quantity levels. The data can be based on
monthly sales or retail distribution but must be provided in
quantities, not dollar values. The data must cite, at a minimum, the
National Drug Code (NDC) and NDC item description to include package
size and dosage form. Additionally, this information is to be furnished
in ASCII text flat file or Microsoft "Access" format The information
provided under this contract shall be the property of the Defense
Supply Center Philadelphia. DSCP shall limit distribution of the data
to the Department of Defense only. DSCP plans to award a firm fixed
price contract to one or more companies. The contract will run for 1
year with options to extend the contract for 9 more years. Any company
responding to the informational proposal is requested to submit
proposals with cost data. Responses should address the following
criteria in their proposals, not necessarily in order of importance: 1.
Data Integrity: Explain how your data is sourced or acquired. What
means are employed to ensure the quality and validity of the data. 2.
Frequency: How often is the company data refreshed. 3. Data
Transmission: How often and what is your method of transmitting data to
DSCP. Will subsequent data updates be complete overlays or changes
only? A sample of the data with file structure must be furnished for
evaluation to DSCP MRII. 4. Licensing Agreement: Provide a copy of
licensing agreement. 5. NDC Range: Number of NDC records. 6. Costs:
Provide a cost breakdown with explanation. 7. Management and Corporate
Experience: Provide your management and corporate experience in
providing subject data. This BAA will remain open indefinitely until
rescinded by the contracting officer. If you have any further
