17 December 1997 contains the following description: 1. Subject
solicitation is amended as specified herein. The purpose of this
amendment is to correct minor errors in the RFP, incorporate the
options and payments clauses into the solicitation, respond to
offerors' questions, and notify offerors that demonstrations may be
required. 2. Description Paragraph (v), CLINS 002-005 should be
corrected to read, "Option Years one through four." 3. Incorporate the
following clause: "52.217-9 Option to Extend the Term of the Contract.
(MAR 1989) (a) The Government may extend the term of this contract by
written notice to the Contractor prior to expiration of the contract
term; provided, that the Government shall give the Contractor a
preliminary written notice of its intent to extend at least 30 days
before the contract expires. The preliminary notice does not commit the
Government to an extension. (b) If the Government exercises this
option, the extended contract shall be considered to include this
option provision. (c) The total duration of this contract, including
the exercise of any options under this clause, shall not exceed 60
months." 4. FAR 52.232-7, "Payments Under Time-and-Materials and
Labor-Hour Contracts," with Alternate 1, is hereby incorporated into
the solicitation for purposes of payments when time-and-material orders
are issued. 5. The following offeror questions and MSC replies are
provided for information purposes only: (a) Request for clarification
of terms "single user" and "multiple user": The terms "single user" and
"multiple user" in the solicitation are further defined as follows:
"Single User" subscriptions will be used on "stand alone" machines or
LANs and do not have to support more than one simultaneous user.
"Multiple User" subscriptions will be used in a LAN environment; more
than one simultaneous user may be accessing the system within each LAN
at one time. (b) Will decision be made on base year price or base year
plus options? As stated in FAR 52.212-2, "Evaluation -- Commercial
Items": "The Government will evaluate offers for award purposes by
adding the total price for all options to the total price for the basic
requirement." 6. Offerors that are determined to be susceptible to
being technically acceptable may be required to give a demonstration of
their proposed product for evaluation by MSC. 7. All other terms and
conditions of the solicitation remained unchanged. Closing date for
