This announcement serves as notice that the NOCA information is modified. The Government has changed the structure of the production option line item from a fixed price option for 170 each SCITS to an option for a requirements line item for SCITS with a best estimated quantity of 170 each and a maximum quantity of 250 each. On 9 December 1997 the Human Systems Program Office, Aeromedical Systems Division, Brooks AFB, TX, issued the Request for Proposal (RFP F41624-98-R-1001) for a contract to design and manufacture a Spinal Cord Injury Transport System (SCITS). This acquisition will utilize full and open competitive procedures. An Ombudsman has been appointed to hear concerns from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
