Janilea Bays, Contracting Officer, Code 3240.JB The Naval Research Laboratory (NRL) intends to negotiate on an other than full and open competition basis with International Technology Exchange Corporation (INTEX), Burke, Virginia 22015; the exclusive United States representative for Moscow State University (MSU), Moscow, Russia. The contract will be for launch services, deployment and recovery of a collecting foil in low earth orbit and delivery of the foil to NRL (FOB Destination). MSU has previously constructed the apparatus to deploy the foil. Unique capabilities include: (1) The spacecraft must be three-axis stabilized in a nearly circular orbit, (2) must have a stable altitude between 200-400 km, (3) a stable inclination of 60 degrees or greater, and (4) minimum flight of fifteen (15) days in low Earth orbit.
