(NRL) intends to negotiate on an other than full and open competition
basis with International Technology Exchange Corporation (INTEX),
Burke, Virginia 22015; the exclusive United States representative for
Moscow State University (MSU), Moscow, Russia. The contract will be for
launch services, deployment and recovery of a collecting foil in low
earth orbit and delivery of the foil to NRL (FOB Destination). MSU has
previously constructed the apparatus to deploy the foil. Unique
capabilities include: (1) The spacecraft must be three-axis stabilized
in a nearly circular orbit, (2) must have a stable altitude between
200-400 km, (3) a stable inclination of 60 degrees or greater, and (4)
minimum flight of fifteen (15) days in low Earth orbit. All
