Due to insufficient response from emerging small businesses resulting from the notice appearing in the December 4, 1997 CBD this procurement will no longer be a set aside for emerging small businesses. All qualified and interested firms shall submit the required SF254 and SF255 to the address shown above no later than 4:00 p.m. CST on January 16, 1998.Selection of firms for interview/negotiation shall be based on (1) Professional capabilities; (2) Specialized experience and technical competence, as required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Past performance on similar contracts for other Government agencies; (6) Utilization of CADD.
