Energy, Federal Energy Technology Center, announces that, pursuant to
41 U.S.C. 253 (c)(1), FAR 6.302.1, Only One Responsible Source, it
intends to award on a sole source basis a Cost Plus Fixed Fee (CPFF)
type contract for the update, maintenance and support of the Training
Ammunition Management Information System (TAMIS) for Headquarters,
Department of the Army, (HQDA), Office of the Deputy Chief of Staff for
Operations and Plans (ODCSOPS), Department of the Army Military
Operations-Training Operations. The award is planned to Automated
Information Management Inc (AIM INC). AIM INC is a small,
disadvantaged, woman-owned business located in Lanham, MD. Due to the
state of the software and the knowledge required to maintain TAMIS,
only AIM INC, the incumbent, can provide the necessary support.
Estimated award date of this contract is April 1998. The estimated
amount of this contract is $7,000,000. The total anticipated level of
effort is five years (three-year base period and twotwelve-month
options). The contract's prime goal will be to replace the current
TAMIS system used by the ODCSOPS with a new, updated, state-of-the art
TAMIS system providing all of the benefits inherent in the present
system, solutions to existing problems with this system, and adding
features found to be desirable during the use of the present system.
The new TAMIS client software will require at a minimum a 486-based
computer running Windows 95 or NT 4.0. The TAMIS server will operate
under Windows NT 4.0 using Microsoft SQL server and IIS server. The new
TAMIS will remain unclassified non-sensitive. Alternatives for the new
system allow for password protection and data encryption, and all
involve transmitting data over publicly accessible phone lines or
Internet connections. TAMIS will be contract supported for database and
systems administration, as well as software maintenance and user
training and operational support, including provision for a help desk
support that will be augmented by the current TAMIS Customer Assistance
Office (CAO). Solicitation DE-PN26-98FT40067 is expected to be released
on or about Jan 5, 1998 to AIM INC with the expected closing date for
submission of its proposal on Feb 4, 1998. All inquiries should be
