410/762-6456/Contracting Officer The Coast Guard has a requirement for
the technical engineering services of naval architecture,
marine/mechanical engineering, prototyping installation inspection
support, and computer-aided design. This requirement is for concerns
under SIC 8711, size standard 13.5 mil. The contractor shall perform
technical services in support of Coast Guard design, construction,
repair, maintenance, and alteration of small, high-speed patrol craft,
buoy handling boats, workboats, and other Coast Guard craft up to 120
feet, including self-righting rescue boats, surface effect craft and
rigid hull inflatable boats. Current projects which may require
technical support include 49 foot Stern-loading Buoy Tender, 47 foot
Motor Lifeboat, and the 87 foot Coastal Patrol Boat. Anticipated
replacement projects which may require technical support include the 41
foot Utility Boat and the Station Rigid Inflatable Boats. The Coast
Guard intends to award an indefinite-delivery/indefinite-quantity
(IDIQ) contract. Preference will begiven to contractors located within
a two hour commute (one -- -way), by either automobile or train of the
ELC. To be considered, Contractors must demonstrate their ability to
meet all the requirements stated in the solicitation. Anticipated
annual minimum is $25,000.00 with an annual ceiling of $450,000.00,
unless modified in writing by the Contracting Officer. The period of
performance is for an initial base year with four one-year options. FAR
52-217.8 "Option to Extend Services" is included. Services will be
implemented through individual, firm-fixed price delivery orders. For

Enterprises: The Department of Transportation (DOT), of the Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acqire short-term working captial assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
